Denmark Updates Certification Rules for Online Game Suppliers

Denmark-rolls-out-new-igaming-and-betting-supplier-certification-rules
The Danish Gambling Authority (Spillemyndigheden) has updated its certification program for betting and online casino in response to the introduction of supplier licenses starting from January 1, 2025.

The new regulations, which took effect on January 1, 2025, will become mandatory by July 1, 2025, providing a six-month transition period during which both the old and updated certification programs can be used.

Certification Responsibilities for Game Suppliers

One of the most significant changes in the updated framework is that game suppliers will now be responsible for their own certification. This change removes the previous obligation for gambling operators to compile and submit reports on behalf of their suppliers. As of January 1, 2025, each supplier must submit their certifications directly to the regulatory authority.

As a result of this separation of responsibilities, operators are no longer required to consolidate certification reports from their suppliers. Each company is now individually responsible for ensuring regulatory compliance.

Issuing Certification Reports

Certification reports must be issued to the entity holding the license, whether it is an operator offering games or a game supplier. This ensures clear accountability towards the Danish Gambling Authority.

If a certification applies to more than one company, separate reports must be issued for each, even if they operate under a shared license.

Key Changes in the Certification Program

The updated certification framework introduces several structural changes, including:

  • Three versions of certification requirements:
    • Online betting
    • Land-based betting
    • Online casino
  • New definitions added in SCP.00.00 ‘General Requirements,’ including terms such as “license holder,” “game supplier,” and “game platform.”
  • Introduction of new documents such as SCP.01.00 ‘Requirements for RNG,’ which now focuses solely on random number generator compliance.

Additionally, the document SCP.02.00 ‘Requirements for Base Platform’ focuses on player account management, while the game certification process has been divided into three categories covering online betting, land-based betting, and online casinos.

Certification Flexibility

Under the new rules, suppliers can postpone certification by up to one month, provided that certificates are uploaded to the gaming registry within the specified deadline.

Impact on Denmark’s Gambling Market

The updated regulations aim to enhance transparency and accountability within Denmark’s gambling sector. By clearly defining the responsibilities of both operators and suppliers, the Danish Gambling Authority seeks to create a more structured and fair environment for all stakeholders.

Companies have until July 1, 2025, to comply with the new requirements, which involves reviewing their compliance processes, identifying the necessary certifications, and submitting their documentation accordingly.

Spillemyndigheden encourages businesses to utilize the resources provided in Newsletter 58, which offers comprehensive guidance on the new certification framework.
