Connecticut Senate Approves Bill to Ban Sweepstakes Gaming

The bill, introduced at the request of the Department of Consumer Protection, seeks to close loopholes that have allowed unregulated gambling platforms to operate as promotional sweepstakes.

The legislation prohibits businesses from running sweepstakes or promotional contests that resemble real-money casino games or sports betting, and also bans ticket resale services and intermediaries for lottery sales. Violations of the law could result in criminal charges, including a Class D felony punishable by up to five years in prison and a fine of $5,000.

The General Law Committee’s 22-0 vote reflects bipartisan support for regulating sweepstakes-based gambling, which has been criticized for targeting vulnerable consumers. The bill now moves to the Legislative Commissioners’ Office before proceeding to the next legislative stage.

Bipartisan Support and Further Legislative Reforms

SB 1235’s approval comes as part of a broader effort to address illegal gambling practices in Connecticut. Lawmakers have raised concerns about sweepstakes operators exploiting gaps in regulatory oversight, especially as they provide services to residents without licenses.

The bill’s provisions aim to give Connecticut authorities stronger enforcement powers over illegal gaming. In addition, two other gaming-related bills are under review. Senate Bill 1464 (SB 1464) proposes multijurisdictional online poker agreements, while House Bill 5269 (HB 5269) seeks to regulate gambling advertisements and prohibit financial incentives for gambling.

The state’s ongoing efforts to regulate gaming have sparked mixed reactions from industry stakeholders. Supporters of SB 1235 argue it would curb predatory practices, while critics claim it could harm legitimate sweepstakes businesses.
