Spain Renews Gambling Council, Drafts Safe Gambling Plan

Spains_gambling_regulator_renews_its_members_and_drafts_long-term_planSpain’s Directorate General for the Regulation of Gambling (DGOJ) has announced the renewal of its Responsible Gambling Advisory Council, accompanied by the presentation of a new long-term policy initiative, the Safe Gambling Program 2026–2030. The meeting, held on June 19, marked the official start of the council’s new term following the expiration of the previous mandate in May.

The inaugural session was chaired by Mikel Arana, Director General of the DGOJ, who also serves as president of the Council. The restructured advisory body includes a broad representation from the General State Administration and Spain’s Autonomous Communities. Experts in healthcare, academia, and science, particularly those involved in gambling disorder prevention and research, also participate, alongside representatives from institutions and organizations linked to the gambling sector.

Safe Gambling Program 2026–2030 Presented

The DGOJ used the occasion to introduce the draft of the Safe Gambling Program for 2026–2030. This strategic plan is intended to define the regulatory authority’s approach to promoting responsible gambling in Spain over the next four years. The draft identifies three primary areas of focus: a current analysis of the gambling environment, the advancement of safe gambling initiatives, and stronger protection for participants.

The proposed program outlines six general objectives and includes 22 targeted policy measures designed to open new channels of cooperation between the regulator and the advisory council. These measures are expected to support evidence-based policy development while fostering dialogue across stakeholder groups.

Council Feedback Phase Begins

Council members have been given a three-month window to evaluate the draft program and submit formal feedback. The DGOJ aims to use this consultation period to reach consensus among stakeholders, refine the document, and prepare it for final approval. The completed plan will act as the government’s official roadmap for gambling regulation and safe gambling efforts until 2030.

This initiative continues the DGOJ’s broader push to strengthen its regulatory posture. Recently, the authority imposed sanctions on 14 gambling operators for illegal wagering activity—highlighting its commitment to enforcement alongside policy development.

Role of the DGOJ

The Directorate General for the Regulation of Gambling operates under Spain’s Ministry of Social Rights, Consumer Affairs, and Agenda 2030. The agency is responsible for authorizing, regulating, and supervising gambling activities at the national level. Its structure includes specialized directorates for game regulation and market oversight, as well as the National Commission for the Fight Against Match-Fixing and Betting Fraud.

With the renewal of the Responsible Gambling Advisory Council and the release of the 2026–2030 program draft, Spain reaffirms its commitment to proactive, transparent, and scientifically informed gambling regulation. The collaboration between public institutions, independent experts, and industry representatives aims to foster a safer gambling environment nationwide.
