South Korea has been taking a harder look at illegal gambling operations, holding players and operators accountable for either participating or hosting such activities. In its latest bust, South Korea’s National Office of Investigation (NOI) reported that it had been able to arrest 2,925 people connected with illegal gambling.

Droves of South Korean Teenagers Are Gambling Illegally

All of these arrests had been effectuated over a six-month period prior to NOI’s report, and the country is now launching a second six-month campaign in May, that will seek to arrest more people connected with facilitating illegal gambling.

In the latest bust, some 1,035 teenagers were arrested, indicating that there is a strong proliferation of illegal gambling services among youngsters who tend to be the most vulnerable when it comes to games of chance. Despite the risks, youths have been partial to gambling in South Korea, and have mostly been nonplussed by its illegal status in the country.

NOI said that 566 teenagers had been sent for counseling, as young people need to be set on a recovery path right away. However, leniency has not been shown to all. A total of 12 teenagers were actually apprehended on suspicion of having operated online gambling platforms themselves, and at least six teenagers are said to have promoted these websites, whether through affiliates or in some other way.

A total of $44.9 million had been seized from illegal gambling businesses and players during the course of the six-month operation. NOI also said that peer influence played a huge role in helping illegal gambling websites proliferate, as teenagers saw and embraced gambling from their peers or at school, although social media does have a part to play.

The majority of teenagers arrested were actually interested in baccarat rather than online casinos. For example, 41.9% prefer this specific card game against just 17.1% for those favoring online casinos. At least 19.8% of those gambling gambled on sports, and another 14.7% enjoyed online slots.

Young People Affected by Gambling – But by How Much?

The data revealed by NOI is worrying as it points to a very high incidence of gambling participation among young people in the country, but it’s also a solid basis to address and further direct resources to help protect youths.

Studies from all over the world have shown that regulating gambling has generally made it easier to track the rate of gambling participation among young people. Bringing more gambling options may have prompted some youths to gamble more, but it has also made it much simpler to track their participation and inform public debate and political action.

 South Korea does not allow any form of online gambling, which has made players seek alternatives such as offshore or illegal gambling sites. Those, however, may be contributing to a gambling problem that is festering. According to a study conducted in 2022, the level of gambling addiction in the country was 5.5% but the actual numbers could be much higher.

Last year, the Ministry of Gender Equality and Family began offering 12-day rehabilitation programs to help young addicts recover.

The Philippine Amusement and Gaming Corporation (PAGCOR) announced that a dozen people have been arrested for involvement in illegal online gaming operations. According to the Philippine regulator, the operation was carried out on February 16 in Parañaque City.

A total of 12 people were arrested in the operation which was carried out by the National Capital Region Police Office (NCRPO), the Anti-Cybercrime Group of the Philippine National Police (PNP) and the PAGCOR monitoring team.

Alejandro Tengco, PAGCOR’s chief executive officer and chair, commented on the matter, saying that the authorities searched a den and caught suspects red-handed while operating the illegal gambling platform The Big Bet (tbb888.com). According to Tengco, The Big Bet offered illegal gambling products, such as slot machines, live casino products and esports bets, among others. 

In addition to arresting twelve people, the raiders also seized eleven computer sets, 21 mobile phones, 2 ipads, 5 laptops and multiple flash drives.

PAGCOR Wants to Eliminate Illegal Competition 

According to PAGCOR’s senior vice president for security and monitoring cluster, Raul Villanueva, the seized devices confirmed the group’s involvement in the operation of illegal online gambling. Villanueva also confirmed that cases will be filed against the suspects before the Parañaque Regional Trial Court.

Villanueva further addressed the matter, saying that the operation was a part of the Philippine authorities’ unified efforts to crack down on illegal gambling activities. He said that the regulator vows to continue working together with law enforcement authorities such as the PNP and the National Intelligence Coordinating Agency to put a stop to such operations.

We are also working closely with the Cybercrime Investigation and Coordinating Center under the Department of Information and Communications Technology because we have a lot more targets under surveillance.

Villanueva asked the public to stop interacting with and spending money on such illegal platforms and said that, sadly, most of the victims of such illegal sites are Filipino players. He said that consistent monitoring and reporting is needed in order to protect bettors and ensure that revenues from regulated gaming are channeled back to the government.

The SVP concluded that there used to be close to 5,000 illegal online gaming websites operating in the Philippines. Luckily, most of these have already been blocked, he added.

During a crackdown aimed at 252 illegal establishments and entertainment venues spread citywide across three days, Hong Kong authorities have completed 347 total arrests connected to triad-controlled sex, drug, and gambling businesses. 

Uncovered Illegal Businesses, Closed Down

The hundreds of drug dens, gambling venues, and pubs that did not carry any licenses to function were visited by the police Friday through Sunday in collaboration with fire and immigration services as part of a complex, multi-department action aimed at discovering illegal businesses. 

Among the visited entertainment venues, the police mentioned game centers, mahjong parlors, pubs, nightclubs, and saunas

A police spokesman explained the illegal businesses that did not comply with the law were “closed down.” Besides the 252 locals who were placed under arrest, the authorities also retained 13 mainlanders and three people who were illegally staying in the city.

Similarly, in  February 2023, the Hong Kong Police Force announced it arrested 234 individuals, including dozens of suspected triad members during operation Levington.

Fighting Off Triad Activities, a Top Priority

According to a recent police statement, all 347 suspects were detained on suspicion of various offenses. The list featured trafficking in a dangerous drug, claims to be members of a triad society, managing gambling establishments, criminal damages, managing drug dens, wounding, or accusations related to laundering crime proceeds.

The police spokesperson further emphasized that “Combating triad activities is one of the top priorities of the commissioner of police.”

The spokesperson added that the authorities will keep enhancing intelligence gatherings and taking “timely and targeted law enforcement actions” against violent crimes, organized crime activities, and their income sources.

Last October, two high-profile incidents related to gangsters in the New Territories convinced the authorities to perform two similar triad crackdown operations across the city.

During one of the four-day anti-triad operations, police officers raided entertainment venues run by the triad, while deciding to shut down a series of brothels and gambling dens.

Between October 26 and 29, police made 46 arrests, including the “Bei Wing,” the alleged leader of the Sun Yee On faction in Tuen Mun.

Last December, law enforcement in Hong Kong made over 100 arrests while shutting down gambling dens, and seizing cash, bank cards, and criminal proceeds.  

In the first 10 months of 2023, police authorities tackled no less than 1,620 different reports of crimes tied to triads, marking a 2.2% rise from the 1,585 cases that were recorded in the same period of 2022.

Despite the efforts of law enforcement, illegal gambling activities are common across China. Last month alone, law enforcement in Hong Kong busted multiple brothels and gambling dens in operations that resulted in the arrest of more than 300 people allegedly involved in those activities. The combined efforts of Hong Kong police authorities against triad operations in November saw more than 2,000 officers participate.

Now, the crackdown against illegal gambling and associated crimes continues. As announced by the South China Morning Post, Hong Kong police operations between November 2 and December 2 resulted in the arrest of 130 people, suspected of participating in money laundering and illegal gambling. The report cited police data released Sunday, estimating that the people involved in the illicit activity were able to launder some HK$15 million ($1.92 million).

Between Friday and Sunday, law enforcement arrested five men and three women believed to be involved in a money laundering operation. Among the detainees were transport workers, bar owners, businessmen and beauty salon managers. Out of the eight people arrested, four were believed to be triad gang members. One of the detained individuals was believed to be the ringleader of the money laundering operation.

Citing an investigation, the Hong Kong police said that the alleged leader of the money laundering syndicate used bank accounts belonging to different businesses to transfer large sums of money. The individual is believed to be involved in different companies, but investigators found no legal businesses belonging to the suspect.

Allegedly, the leader of the money laundering operation was able to conduct more than 600 money transactions. The illicit activity has reportedly been ongoing for 10 years, starting from 2013, according to a senior inspector from the New Territories North anti-triad unit.

Law Enforcement Shuts Down Illegal Gas Station, Gambling Dens

Police detained more than 120 more people, allegedly tied to five illegal gambling dens as well as an illegal gas station. One of the illegal venues offered baccarat, while two offered gambling machines with fishing games. Two other illegal venues offered mahjong games.

Raids were conducted in Sheung Shui and Ta Kwu Ling, during which law enforcement detained 122 individuals. The detainees were between the ages of 20 and 75, consisting of 66 women and 64 men. During the raids, police seized various items, including bank cards, cash and documents. Proceeds that were allegedly accumulated from the illegal activities estimated at HK$2.5 million ($320,000) were also seized. While some of the alleged culprits were released on bail, others already face charges. The Hong Kong police did not rule out additional arrests.

Recently, OKBet Infinity, the popular Philippine junket operator that operates VIP rooms in Newport World Resorts, Okada Manila, Hann Casino Resort, NUSTAR and City of Dreams Manila, confirmed that it has shut down all of its Philippines VIP rooms. The company unveiled the surprising announcement, confirming that it is in effect as of August 8, 2023.

However, amid media reports claiming that the closures were related to people that were arrested over alleged money laundering, OKBet released a new statement. Earlier this week, the company rejected claims that the 10 people, arrested in Singapore over money laundering and forgery, were related to the closures.

Media reports said that at least one of the people that was involved in the crimes was a “top official from OKBet.” The company disagreed with that statement and explained that the closures of its Philippines VIP rooms were “purely business driven.”

The Singapore Police Force said that it acted based on intelligence that included Suspicious Transaction Reports (STRs) which resulted in identifying a group of individuals that was believed to be involved in financial crimes such as money laundering. The law enforcement outlined that the group was suspected of laundering illegally obtained funds from criminal activities, including online gambling and scams.

Besides confirming that the decision to close its operations in the Philippines was a business one, the company reiterated that the closure isn’t tied in any way to the legal matter in Singapore. OKBet said its VIP rooms were committed to integrity and adhering to the established regulations. Additionally, the company highlighted that its clubs have been renowned for the unique luxurious experiences they offer to their visitors.

The statement aims to clarify that the closure is not related to any legal issues in Singapore or any other specific jurisdiction. Throughout its operations, OKBet VIP Club has maintained a commitment to the highest standards of legal compliance and operational integrity,

In its initial statement, OKBet said that its board of directors decided to cease operations. The company pointed out that its members will be allowed to withdraw their funds without interruptions.

Match-fixing allegations have led to the arrests of 17 people in Spain. The arrests were announced last Thursday and were carried out in Melilla and Granada.

As reported by the police, 11 people were arrested in Melilla, a Spanish enclave on the Moroccan coast. The remaining 6 were arrested in Grenada, in the southernmost part of the country.

The arrests followed earlier reports of suspicious betting activities in the regions. The police were warned of multiple suspicious wagers from Melilla and suspected that a local team was involved in betting fraud. As a result, an investigation was launched in February.

La Liga, Spain’s top-flight league, also knew of the suspicious betting activities.

A Soccer Club President Conspired with Players

Although the involved team wasn’t officially disclosed, some reports claim that it involved Huracán Melilla, an underperforming Spanish club.

Regardless, it was alleged that the club president conspired with players to manipulate the outcomes of sports bets. The police believe that the president and his associates used third parties to place the wagers in question so they could avoid suspicion.

To make matters worse, the police also found that the club in question was involved in subsidies-related fraud.

The police concluded that it would continue to investigate seven soccer matches. According to the law enforcers, additional arrests are unlikely. In addition, it is still early to say the total amount operators lost because of the club’s fraudulent activities.

Spain Continues to Fight Problem Gaming and Gambling Crime

Despite its intense effort to regulate its gambling sector, Spain still falls short of completely eliminating fraud. The country is currently working hard on implementing a gambling regime that protects players from gambling harm while mitigating gambling-related fraud.

In mid-July, the Directorate General of Gaming (DGOJ), Spain’s national regulator, launched public consultations on newly-proposed changes to its monitoring framework. Industry stakeholders and the public can share their thoughts on the amendments until September 7.

The changes are in line with the country’s newly introduced rules as per the Royal Decree on Responsible Gambling Environments. The regulation primarily outlines measures for protecting young people from the dangers of excessive gambling and overexposure to gambling content.

Despite the strictness of the Spanish market, the overall GGR continues to grow steadily. In June, the DGOJ posted a report on the industry’s performance in the first quarter of the year, highlighting a spectacular year-on-year growth.

A total of 1,241 people were arrested in various operations over the period. The news was confirmed by National Police spokesperson Lieutenant General Chhay Kim Khoeun who outlined the work of authorities during the half-year.

Cambodia Keeps the Heat on Illegal Gambling

Out of the people arrested, 782 people were instructed and “educated” not to gamble any more, but in the cases of 459 people, their offenses were considered serious enough to merit court proceedings.

Chhay reaffirmed the police force’s commitment to cracking down on illegal gambling operations across the board and follows a government-wide effort to uproot the practice from the country. Prime Minister Hun Sen vowed to clean his country from illegal gambling back in September 2022 and has directed the police to do his bidding.

This commitment enabled the country to get off the Financial Action Task Force list, which features countries with dubious AML laws and a proliferation of illicit practices which is bad for foreign investors. Gambling in Cambodia has also been linked to human trafficking and kidnappings, putting the country in an even worse light with international partners.

Getting the Results That Matter

The prime minister enacted his will by replacing local and district governors in order to signal to the rest that he values progress against illegal gambling very highly. “I would like to inform you that it is no longer possible to tolerate anarchic situations in the casino. We must be strict,” Hun Sen told at the time he launched his war on the illicit gambling sector.

Cambodia has been under pressure from China, an important trade and economic partner, to rein in the gambling industry. This led to the government’s decision to stop issuing new licenses for online gambling operations in 2019.

The news of the latest crackdown is the first big news coming out of the country vis-à-vis illegal gambling in recent months which demonstrates the success Cambodia has had in tackling the larger issue. Regardless, the number of arrests indicates that there is a vibrant scene built around illicit gambling.

China, which prohibits gambling outside of certain regions, has cracked down on yet another illegal gambling operation. Following enforcement action carried out this weekend, the police arrested 93 people and seized around $125 million (figure has been converted to USD).

As a result of the raid, the illegal iGaming platform is no longer available. Investigators will leverage data secured during the raid to make additional arrests if needed.

The operation was carried out in Zhaotong, a city in the province of Yunnan. As reported, the action was the culmination of an investigation that started in 2021. The culprits ran an online gambling scheme, in violation of China’s gambling rules.

The Operation Took Many Months

The authorities did not rush the investigation and instead, created a team that was tasked with understanding the gambling operation and learning its true extent. The illegal gambling operator ran multiple websites, all of which operated on highly-advanced software.

In addition, the illegal operation leveraged multiple game tools and had many regional representatives. The government, therefore, had to plan carefully before initiating action.

Following sixteen months of investigations, China finally launched raids on the illegal operator. The police raided a total of nine locations, some of which were outside the Yunnan province. As noted, the action resulted in the arrests of 93 people and the seizure of $125 million. In addition, the police reportedly seized 27 computers and 80 mobile devices.

China Continues War on Illegal Gambling

At the beginning of this month, China’s Ministry of Public Security published a report on its progress in cracking down on illegal gambling. In six months, the local law enforcement managed to take action against 10,000 criminal cases and 75,000 administrative cases related to gaming, primarily taking place in rural areas. Throughout the operation, local authorities seized a total of $104 million.

The ministry’s crackdown on gambling in rural areas began in November. Since then, the reports related to illegal gambling have been steadily declining, attesting to the efficiency of the operation.

To make sure that no more illegal gambling rings sprout up, China implemented monitoring policies and has so far established a total of 101 monitoring stations across the country.

Illegal gambling organizations in China would often target addicts and unemployed people, making them extra dangerous to public health. Qi Xiguo, an official of the Ministry of Public Security, promised to keep on working to protect Chinese citizens from illegal gambling.

The latest such action has been taken against a 45-year-old Malaysian who is suspected to be a part of an international criminal syndicate. The man is said to have recorded cards dealt during a game of baccarat hosted out of the Marina Bay Sands, the regulated land-based casino in the jurisdiction.

Police Cooperates with Malaysia to Bring in the Man

The Singapore Police have released details about the suspect, who is linked to a probe by the Casino Crime Investigation Branch of the Criminal Investigation Department. Previously, the Department went after a 27-year-old Taiwanese man and another Malaysian man aged 35. Both have been charged as members of a criminal syndicate, with the police confiscating more than $520,000 worth of casino chips, cash, and a mobile phone in their possession.

The latest suspect was arrested on Thursday, June 8, with the help of the Royal Malaysia Police but he was sent back to Singapore last week. In Singapore, a court charged the man with a conspiracy to use things prohibited under Section 171(1) for the purposes of gambling. The charges were delivered on the very next day – Friday, June 9.

If found guilty, the 45-year-old suspect could face up to seven years and a fine up to $111,000, or both. Singapore has reformed its penal code regarding casino and gambling offenses recently, and it takes a much tougher stance on organizers of illegal gambling activities than it does on participants.

Singapore Police Remains Vigilant on Matters of Illegal Gambling

In the meantime, the Singapore Police Force has assured that it would not leave instances of criminal activities linked to gambling unpunished. The police have been actively participating in various investigations, including a large-scale recent probe that names 89 people as possibly involved in illegal horse betting activities.

The Singapore Police Force released details about this particular case late in May, saying that 85 men and four women aged 38-84 were all possibly involved. They were arrested over a ten-day period between May 10 and May 20. The case was made public by local media outlets, including The Strait Times, and the police is now sorting the suspects, who are threatened by a $7,400 fine or a prison sentence of up to six months, or both.

The Man Who Took the Money in the Parking Lot in March

The theft at Monarch Casino, Black Hawk happened on March 12 and was an interesting one as it was bizarre. On the day of the heist – but do not think of it as guns blazing – a cashier, Sabrina Eddy, removed ten bricks of $50,000 each from the casino’s vault and drove away in her minivan.

She was going to St. Anthony’s Hospital in Lakewood where she met with a second suspect. Eddy was quickly apprehended over the theft and questioned over her involvement but she said that a person, introducing themselves as a “casino boss,” had called and requested the speedy delivery of the money lest the casino ends up in a “breach of contract.”

Following her arrest and questioning, Eddy was finally released, but she too faces the same charge of theft of $100,000 to $1 million. Now, the documents indicate that Gutierrez-Zambrano is the second suspect in the case, and he is indeed the person to have received the money at the parking lot in the hospital.

There have been some inconsistencies in the versions Eddy offered as well, and this is precisely why she remains a suspect as well. For one, she insisted that the person was driving a silver Chevrolet Avalanche when she met him in the parking lot.

Evidence and Eddy’s Account Do Not Match

Security footage shows a black Trailblazer instead. Eddy was also subject to a polygraph and the police records show that she finally broke down and offered another account of the story. She was approached by former “associates” of her late husband, who threatened her and her family and said that they would hurt her family if she failed to comply.

Police tried to retrieve the money by searching Eddy’s home but no money was found there. This is the largest casino heist in the history of the state with a second suspect now facing justice and no clarity as to what happened at least not publicly available.
