Prairie Flower Casino is a popular gaming and entertainment destination located on tribal land in Carter Lake, Iowa. The venue is owned and operated by the Ponca Tribe of Nebraska and it first opened its doors in 2018. Since then, the Tribe has been continuously reinvesting in the property, introducing new amenities and improving its existing offering. Back in October 2022, the Ponca Tribe confirmed the groundbreaking for a 60,000-square-foot expansion of the casino.

The expansion is expected to bring some 600 slot machines, as well as video poker devices and electronic table games. Moreover, the Prairie Flower Casino expansion will bring a sportsbook with a pub, additional dining and retail outlets. The additional area will help the venue grow its gaming floor and the expansion is located on the east side of the current structure.

Initially, the work at the venue was expected to be completed this summer. However, slight delays may push that deadline through the end of the year or early in 2025, as suggested by a report released by the Star Herald. James Centers, a spokesperson for the Ponca Tribe, commented on the topic explaining that the slight delay was the result of issues with the supply chains. Yet, he said that the current delay is marginal adding that “if winter weather holds like it is right now, we could make up some ground.”

“What we’ve seen with supply-chain issues since the pandemic, generally speaking, it’s not terrible to be a few months behind.“

Expansion of the Casino to Gain Further Speed in the Spring

Centers revealed that the steel frame needed for the expansion is already built. Moreover, he added: “They’re using this time before winter really sets in to get that structure in place … with the hopes that when we emerge in spring we can go full steam ahead in terms of completing the expansion.”

Given that the construction works keep up with the current expectations, it is likely Prairie Flower Casino to welcome its first guests of the expanded venue by the end of the year. Centers did not mention if further delays can be expected.

The timeframes gambling operators set when building new venues or completing redesigns are significantly important. This is because delays may result in significant losses or in some cases even impact the future of certain projects. However, this is clearly not the case for Prairie Flower Casino, considering that its expansion is ongoing at the time of writing.

Dubai, the most ostentatious of the seven emirates in the United Arab Emirates (UAE), has postponed the approval of casino resorts, potentially dealing a temporary blow to MGM Resorts International’s regional ambitions. In collaboration with Wasl Hospitality and Leisure, MGM opened a branded hotel in Dubai in 2021 and has been closely monitoring the possibility of establishing a gaming regulatory framework.

Dubai Remains Attractive to Investors

MGM Resorts International has long expressed an interest in Dubai, hoping that UAE’s number one tourist destination would finalize its plans to legalize casino resorts. The company is collaborating with Wasl Asset Management Group to create a high-profile venue with a flexible space of 150,000 square feet, awaiting the nod from the UAE leadership to introduce gaming into the mix.

While the UAE has traditionally prohibited gambling under Sharia law, recent indications suggest a paradigm shift. The UAE announced the formation of its first gaming regulatory agency, the General Commercial Gaming Regulatory Authority, signaling its changing attitudes. However, a new Bloomberg report stated that Dubai had opted to delay the approval of casino gaming.

Such news presents a temporary setback for MGM, which has invested significantly in its planned venue. However, industry insiders agree that regulated gambling will come sooner rather than later, justifying MGM’s decision to proceed with its project. The planned venue’s flexibility means the hospitality giant can swiftly adapt to an eventual green light and launch its gambling content.

Other Emirates Have Launched Preparations

While Dubai’s casino future remains uncertain, Abu Dhabi and Ras Al Khaimah have gained prominence as strong contenders in their own right. Abu Dhabi is exploring the idea of opening a casino, with potential sites including Yas Island, known for its attractions like the Ferrari World, Warner Bros. theme parks, and the Yas Marina Formula One Circuit. 

Ras Al Khaimah, the capital city of its eponymous emirate, boasts popular tourist attractions and aims to bolster its international appeal. Wynn Resorts has already started developing its Wynn Al Marjan Island project, which can become the first UAE property with casino gaming. Scheduled for an early 2027 opening, it may feature a casino larger than Wynn Las Vegas.

While the UAE may not easily surpass the profitability of destinations like Singapore and Macau, it retains a substantial gaming revenue potential. Launching regulated gambling should lead to significant long-term growth and attract significant foreign investments. High-profile casino resorts would also bolster the UAE’s tourism sector, attracting more diverse visitors.

Now, though, the project is set to begin construction and to be finally completed by a 2030-set deadline. Osaka governor Hirofumi Yoshimura feels confident that there is nothing that would disrupt this progress or makee it harder for the project to succeed in the future.

Osaka Is Confident in Project’s Success Come What May

Of course, the new deadline for the project’s completion is already a far cry from what was hoped to be the original opening date set for 2025, when the Osaka-Kansai Expo will be taking place.

That time window was of course rendered unrealistic by a number of factors, among which the withdrawal of bidders, the shutdown of the global economy due to COVID-19 and not least, internal rifts and accusations of bribery and influence-peddling in Japan.

Yoshimura is confident that it has all been for the better, as he hailed the cultural significance of the prefecture and the area in general. Speaking to the public and quoted by Yahoo News, the governor said:

Kansai is an area very deep in history. Traditional Japanese culture is something you don’t get in Macau, Singapore, or South Korea. And those unique points are what we will promote from the resort.

The future project will be built as a partnership between MGM Resorts International, a US casino giant, and Orix Corp, which is the local Japanese partner for the company. The estimated cost of the resort is not quite yet pinpointed but it will run into the neighborhood of $10 billion. The initial cost needed to be invested to start construction on Yumeshima, an artificial island in Osaka Bay, is put at almost $8 billion.

Opportunity for an Economic Boom

Japan has been keen to see this project through as it largely sees it as an economic boon waiting to happen. According to CLSA analyst Jay Defibaugh, the upcoming resort will have a significant impact on tourism and the economy, as similar projects had in places like Singapore.

Of course, not everyone is convinced that would be the case, with all but a few companies pulling completely out of the race and considering other opportunities. MGM Resorts International is pressing on with its own plans, however, and it will be a weathervane for the success of this undertaking. Should it prove successful, however, the race for the second license for an IR will be cut-throat.
