Italy changes the gambling law when it comes to licenses. Since the Reorganization of Gambling legislation was published, the operators weren’t satisfied, so a new framework came as an amendment to the ongoing regulations.

Resolve the operations issues

italys_take_on_licensing_framework_for_online_gambling_The main mission of this framework is to resolve legal disputes between the ADM (Italy’s Customs and Monopolies Agency) and operators, who can’t come to an agreement about the terms of license renewal. Among the issues was the fact that ADM wanted to terminate all licenses that were to expire in 2023 or 2024, and the government had to intervene.

Thanks to the new framework, the new operators will get licensed in Italy in the upcoming few months. Their licenses will last for nine years, and the fee they would have to pay is set at €7 million ($7,5 million). According to the previous law from 2018, the license fee was €200,000 ($214,834), so this is a significant increase in the fees. But that’s not all – after taxes, all operators will have to pay 3% of Gross Gaming Revenue (GGR) annually.

The Ministry of Finance (MEF) claims that the Italian gaming market changed in 2011 and that it’s the reason for increased fees. At the moment, big names such as SNAI, Flutter Entertainment, Lottomatica, Entain, and SKS365 dominate the market. As the Ministry of Economy and Finance estimates, around 50 operators will be interested in renewing the license.

The operators are obligated to operate only one app for each product they have, and concessionaires can have only one website.

It is expected that gaming taxes in Italy will further increase in upcoming years – €200 million in 2024 and €150 million in 2025. On top of that, the concession fees will bring €100 million annually to the government.

New requirements and tender for Lotto

Among other requirements for operators, there’s a set of technical ones. Among them is setting playing limits on platforms, which have to be set by customers, and incorporating warning messages when a player comes close to that limit. On top of that, ADM will have the right to fight unlicensed operators, including blocking their payments.

Popular Italy’s Lotto Euro game will get a new operator, and the government is about to launch a tender. Until November 2025, the game is managed by IGT, but the state is looking for a new operator. The bid begins at €1 billion.

After 2025, it is expected that the game will earn €7,7 billion annual turnover. On top of that, net annual revenue for nine years is about €200 million.

first_license_issued_by_curacao_gaming_control_boardThe Curacao Gaming Control Board, the government body in charge of regulating iGaming in the region, has announced it issued its first licenses under the new regulatory regime that came into effect last year.

Among the entities receiving licenses we can find White Star, a brand that is part of the Rhino Entertainment Group, which secured a new license for its CasinoDays online casino brand. At the same time brands such as Games and More, Geeka Corporation and Small House have received Digital Seals from the Gaming Control Board.

The confirmation of the licenses being issued comes just twelve weeks after Curacao launched its new licensing process, with applications being received starting the first day of November 2023.

The licensing portal has been processing new applications under existing legislation, asking all licensees to submit applications if they want to keep operating after the new National Ordinance for Games of Chance gets approved. Once that new legislation comes into effect, the Curacao Gaming Authority will take control of the licensing process and of the whole regulatory side of the iGaming business in the region. The new law was submitted to the Curacao Parliament for approval in December 2023.

A Transformative Period

Cedric Pietersz, the Managing Director of the Curacao Gaming Control Board said that “2024 heralds a transformative period in the regulatory landscape of Curacao’s gambling sector” and revealed that the volume of applications for licenses “far exceeded” the regulator’s expectations.

“White Star’s license holds a special place in our hearts and history,” the Managing Director continued. “It signifies a pivotal moment for Curacao’s evolution into a top-tier gambling jurisdiction with many more licenses in process.”

Ross Parkhill, the Chief Executive Officer of the Rhino Entertainment Group, added that being the first entity to receive such a license represents “a privilege” for his company and also a recognition of its “commitment to excellence and responsible gaming.”

The Chief Executive Officer added that his company “wholeheartedly” supports the new regulatory process that is being implemented in Curacao, underlining that it brings “added value and prestige” to the online casino’s license.

illinois-approves-casino-licenses-as-dgc-drops-online-wagering-bidThe Illinois Gaming Board, the government body responsible for regulating gambling in the American state, has announced that three land-based casinos have received licenses to operate in Danville, Carterville and Chicago.

Moreover, at the meeting of the Illinois Gaming Board in the last week of October, the Argosy Casino Alton was granted an extension on its already existing license so it will continue to operate for another four years.

The casinos that received the three licenses are Golden Nugget Danville, Walker’s Bluff Casino Resort and Bally’s Chicago. The license applications were put to the vote of the Board, but before that each of the casino representatives was given the chance to present the highlights of their operations and the future plans.

Along with the license for Bally’s Chicago, the company that operates that casino also received approval to operate a temporary casino at Medinah Temple for a total of 36 months while its permanent venue is under construction in Chicago.

Marcus D. Fruchter, the Administrator of the Illinois Gaming Board, made a quick recap following the meeting and underlined that the Board has licensed five new casinos since November 2021, with the respective venues located in Rockford, Waukegan, Danville, Carterville and Chicago.

The Illinois Gaming Board Administrator described this period as one “of unprecedented growth and expansion” and reminded the public that the government body remains “steadfast in its commitment to ensuring the ethics, compliance, integrity, safety, and transparency of Illinois gaming.”

New Video Gaming Rule

Marcus D. Fruchter also announced that the Joint Committee on Administrative Rules has adopted Video Gaming Rule 1800.1750, which had previously been adopted by the Illinois Gaming Board in April 2023. The new rule requires all operators licensed in Illinois to post responsible gaming signage in all video gaming locations. Casinos and sportsbooks were already required to do this in Illinois.

The Illinois Gaming Board also announced that it has completed a study on undue economic concentration in the video gaming industry in the American state. The respective study was completed by Christiansen Capital Advisors and its findings will be used by the Board to refine and adapt its regulations in order to keep the gaming market in Illinois innovative and competitive.

“Complex and important issues surrounding undue economic concentration have been largely unresolved since passage of the Video Gaming Act in 2009, and this study is an important step for the IGB’s work in this space,” Marcus D. Fruchter explained.

The Kentucky Horse Racing Commission (KHRC) recently revealed that seven horse tracks and seven online gambling operators have submitted applications for licenses, setting the stage for the highly anticipated sports betting launch.

September 7 Marks Retail Launch, Online Platforms Follow on September 28

The countdown is on, with the KHRC targeting September 7, coinciding with the kick-off of the NFL season, for retail sportsbooks to commence operations. Online platforms are expected to follow suit on September 28, providing a comprehensive betting experience for Kentuckians.

Gov. Andy Beshear expressed his enthusiasm in a recent press conference, stating: “Bringing sports wagering to the state not only gives Kentuckians a much-anticipated new form of entertainment, but also brings money to the state to support pensions, freeing up money that can be used to build a better Kentucky through the funding of education, economic development, disaster recovery, and other necessary projects, like providing cleaner water, building roads, and high-speed internet.”

The KHRC will convene on August 22 to review the license applications, considering both retail and digital options. The new state wagering law permits up to three digital partners for each of the nine eligible tracks.

Kentucky’s License Applications Draw Leading Online Operators

Among the prominent online operators that applied for licenses are Bet365, BetMGM, Caesars Sportsbook, Circa Sports, DraftKings, FanDuel, and Penn Sports Interactive. This landscape showcases some of the biggest players in the industry, each vying to establish a foothold in the Kentucky market.

While Penn Sports Interactive aims to launch its new ESPN Bet platform in November, some uncertainty remains about whether it will debut under the Barstool banner in September or wait until the ESPN BET platform goes live.

Seven of the nine licensed racetracks in Kentucky have submitted applications to open retail sportsbooks at satellite locations, expanding the accessibility of sports betting to more Kentuckians. The KHRC’s diligent process aims to ensure wagering integrity and protect bettors throughout the state.

Following the Supreme Court’s decision to lift the federal ban on sports betting, Kentucky’s legal process for the sports betting launch in the state was completed in April, allowing operators and suppliers to establish strategic partnerships ahead of the launch.

The decision to coincide with the NFL season aims to maximize public interest, and the industry is expected to create jobs and contribute significantly to the state’s economy, with an anticipated annual tax revenue of $23 million. Responsible gambling measures are also being implemented to ensure safe participation.

GoldenPark, a sports betting and casino gaming operator licensed by the Spanish gambling regulator, Dirección General de Ordenación del Juego (DGOJ), has obtained licenses to operate online casino and sports betting in neighboring Portugal.

Three-Year Authorization

Portugal’s Gaming Regulation and Inspection Service (SRIJ) published a statement on its website to announce that Azartia Games, a company under the GoldenPark brand, has been given the rights to operate online games of chance and sports betting in the country.

Signed by the SRIJ on June 23, 2023, the licenses authorize Azartia Games to offer online casino gaming and wagering on sports for a period of three years and will expire on June 22, 2026, and the company plans to entice online casino players in Portugal with its product offering.

Partnering with some of the most popular developers of casino games in the world such as Microgaming, Novomatic, Pragmatic Play, Inspired, and others, GoldenPark plans to offer local players its extensive catalog comprising slot games, blackjack, traditional and live dealer roulette, video poker and others.

For avid sports bettors, GoldenPark will provide online wagering opportunities on a wide range of betting markets from sporting events around the world to make for a memorable experience.

Presence in Land-Based Gaming

Besides operating an iGaming platform, GoldenPark is live in the land-based gambling vertical, running more than 30 gaming rooms in Spain.

Recently, GoldenPark expanded its roster of partnerships with the addition of Gaming Realms, a casino games developer with a focus on mobile games, to offer its slot content based on the Slingo mechanic to players in Spain via GoldenPark’s iGaming platform and expand its presence in the country.

Gaming Realms has been successful in reimagining popular slot games through the prism of the Slingo mechanic, creating titles such as Slingo Sweet Bonanza, Slingo Cleopatra, Slingo Reel King, Slingo Da Vinci Diamonds, Slingo Stardust, and others.

Acquiring three new licenses to offer gaming software in Sweden marks a significant milestone for LeoVegas, providing a solid foundation for the company’s continued growth in the region. Receiving approval from the notoriously strict Swedish Gambling Authority reflects the company’s commitment to quality and player safety. LeoVegas’ focus on European expansion will be vital in regaining lost momentum.

Sweden Is a Strict and Challenging Jurisdiction

The new licenses granted to LeoVegas Group will bolster its Blue Guru Games studio and two PAM platforms. Each of the three B2B licenses will last five years, giving the company a significant edge in the highly competitive Swedish market. LeoVegas can now offer its comprehensive range of gaming software to licensed companies in the country, significantly expanding its local presence.

As a licensed B2B supplier, LeoVegas is subject to stringent Swedish regulations that safeguard players, ensure fair practices, and promote responsible gambling. Company CEO Gustaf Hagman stated that B2B licenses were vital in combating unlicensed operators and urged the country’s regulator to maintain its efforts to protect the public from unlawful businesses.

It is now critical that authorities focus on those suppliers deliberately undermining the Swedish licensing system by facilitating unlicensed gaming.

Gustaf Hagman, LeoVegas Group CEO

Acquiring the approval of the Swedish Gambling Authority is a high mark for LeoVegas’ products. The Blue Guru Games studio will offer its growing range of gaming options to a new jurisdiction, testing its mettle against some of the industry’s top suppliers. LeoVegas will hopefully manage to cater to the preferences and interests of Swedish players, offering them exciting new experiences within a secure and regulated environment.

The Company Focuses on Continued Growth

LeoVegas’ B2B expansion into Sweden marks another step in the company’s recent focus on European growth. In May, the group relaunched its Expekt brand in Denmark, capitalizing on the growing popularity of sports betting in the country. March also marked a successful foray into Germany as LeoVegas gained regulatory approval to offer virtual slots through its LVSports Limited brand.

The group’s expansion-focused mindset seeks to bolster its global presence after disappointing Q1 results. With drops in several vital metrics and waning momentum, LeoVegas hopes its strategic investments will soon pay dividends. The company recently announced its planned acquisition of game developer Push Gaming, bolstering its content production capabilities.

With the successful expansion into the Swedish B2B market, LeoVegas hopes to diversify its assets and counteract the rising economic challenges. Appeasing the strict regulator in the country demonstrates the company’s commitment to responsible gaming and should spearhead further growth across all its regional brands. The licenses also mark a win for Swedish players who will soon enjoy new and exciting gaming experiences.

3370_feet_from_hells_kitchen_is_times_quare_new_york_casino_license_contest_shows_embersAs one old adage goes, “If you can’t stand the heat, get out of the kitchen.” Another cautions that adding fuel to the fire only increases the heat. None we are aware of speak to what happens when you add your own fuel by stating your case and promoting your own interests or having others do that for you.

Hell’s Kitchen is a part of New York City with a storied past quite unlike that of Times Square, a little more than a mile away. Centre Street, the Bowery, Canal Street, and Park Row – the general location of Martin Scorcese’s and Leonardo Di Caprio’s epic historical fiction story, the Gangs of New York is only about three miles away.

Setting the Stage for an Epic Battle

That backdrop should set the stage for what could be about to commence in the competition for three new downstate casino licenses in New York state – the first actual bonafide real Las Vegas casino licenses ever issued in or around a bustling metropolis holding some 19 million potential casino customers. A market that some have deemed to be potentially be the most lucrative latent casino market in the world.

Although there are three casino licenses available in downstate New York, potentially in and around New York City, most reporting indicates that two of those licenses are “widely believed” to be destined for the existing lottery-based casinos in Yonkers and Jamaica, Queens. The existing casinos are relatively large gaming venues that already provide tens of millions of dollars if not hundreds of millions in annual tax revenues, jobs benefits, and other financial knock-ons to local communities and the state in general. They are also operated by Resorts World and MGM, two of the largest casino operators in the world.

If two of the licenses are as good as thrown to the wind by simply changing the way two large casinos account for their handle, churn, and hold more to “real casino” standards rather than the simpler video lottery terminal and more or less fixed odds electronic gaming table accounting practices with wilder swings in gross gaming revenue for the more volatile games or natural swings in deviations from the mean for “coin flip” games like real baccarat, roulette or even baccarat, what is to be gained by the state?

That seems to be the elephant-in-the-room question most reporting fails to ask. We proffer that all three licenses might actually be up for grabs because “damn the torpedoes”. New York state will choose whichever options actually generate the most revenue and benefits for the people of New York, the local communities, and the state, because “that’s actually the remit” isn’t it?

The state is not in the business of doing favors for competitive businesses or at least it shouldn’t be, and if existing “casino communities” and their attendant gaming operators lose a little for the greater good of the state by creating three brand new revenue streams “cannibalism be damned” then that’s exactly what the location selection committee will recommend – or should.

If, in the end, a greater benefit for the whole of the state and the populace can be shown to be better attained by simply expanding the current gaming venues – more or less grandfathering in existing operators without fear or favor, then that is what the selection will, or should determine its job is to do.

Back to the Heat in the Kitchen

If that is the case, and the world’s most powerful casino interests are about to embark on a competition for perhaps the most lucrative market on earth – observers and participants should be ready for an epic battle of the titans as has never been seen before and it’s going to get so hot in downstate New York that an outside observer wouldn’t know the difference between Hell’s Kitchen, Times Square, Staten Island, Coney Island, any of the potential sites for a single new casino license. Or hell itself.

We saw amazing machinations for placement, power and control of the upstate casino markets a few short years ago when the first Las Vegas-style casino towns and operators were chosen – so-called “grassroots organizations”, false-flag petition drives, disinformation, seriously flawed “gaming studies”, political upheavals and almost every other imaginable disruption of industry-standard business decorum and charm offensive imaginable.

You ain’t seen nothing yet

For now, we see self-promotion, goodwill advocacy, and some local resistance to each announced contender’s proposal. We see good corporate “citizens” pitching themselves as the most viable alternative and none of the half dozen or so serious contenders has attacked any other in public – nor are they likely to overtly. Nothing “dirty” has bubbled up yet and none of those vying for a new license outside of Yonkers or Queens has alluded to there only being one license available – nor have the two “widely believed” “shoe-ins”.

MGM Resorts International, the owners of Empire City Casino at Yonkers Raceway in Yonkers has remained mostly mum on the subject as has Genting Malaysia Berhad – the ultimate owner of Resorts World New York at Aqueduct Raceway. And that is the wise move. Isn’t it? That could change.

What’s Coming?

When the state opened bidding for the licenses they set the minimum bid at half a billion dollars and let it be known that it would be a competitive bidding process. At least one player stated it would not go down that route – it would offer a proposal, and negotiate in good faith, but not go head over heels into a bidding process. There are, of course, many possible reasons for such a position not the least of which could be that it would show weakness if it were to find itself unable to compete in a high-priced auction of sorts or that it might not have quite the resiliency to be an effective world power if it tied up resources in an unproven market due to the “known unknowns” of just how many licenses might be up for grabs in reality.

Perhaps New York state or the existing video lottery terminal and electronic table game providers should clear the air and let the public, as well as the potential contenders, know specifically if the existing lottery casinos are on equal footing with other competitors or if they are to enjoy a potentially unfair advantage. Each new proposal we have examined has addressed community benefits and other aspects expected of them in the request for proposals. There is still an elephant in the room and that elephant, if not stared down and asked to dance could quite possibly, become exhibit #1 in any “sour grapes” lawsuits, which inevitably arise before all is said and done when the stakes are this high.

For now, the question remains, just how hot is this contest going to get? The answer is most likely just hot enough to create inflection point after inflection point and just hot enough to bend reality in the mirror of time enough that when it is all said and done, most people will be glad just to be shut of it and to get on with life in the fast lane of gambling. However, it also could present myriad risks to consumer confidence in any and all processes involved in American casino license tenders.

Were two additional licenses approved by voters with a simple majority of Yay vs Nay votes after all seven currently authorized licenses have been issued under the 2013 referendum – all stakeholders, including the public, deserve the quietude of a clear and transparent process with no wild animals lurking in, stumbling. Around, or crashing through the room

If that is true, then why not now? If not now, when? The tender candidates who may risk many times the “minimum bid” to build the casino(s), as well as the public surely deserve to know.

May has been a busy month for the software solutions provider whose work has been acknowledged with numerous recognitions, awards, and shortlistings over the years.

At the head of the month, Soft2Bet announced it obtained a Business-to-Business license for Sweden, which it added to its previously obtained Business-to-Consumer license.

Now, two weeks later, Soft2Bet has announced it was granted an important betting and gaming license for the Greek market

The Hellenic Gaming Commission’s Gaming Supervision and Control Commission was the one that awarded Soft2Bet with a pair of seven-year licenses for casino games and betting events in Greece.

Soft2Bet Makes Debut on Revived Greek Gaming Market

From 2021 onwards, the gaming market in Greece has gone through some spectacular changes, coming back to life and opening its doors to fresh operators like Gaming Corps, Spinome, Relax Gaming, and Slotegrator

Now, it is time for Soft2Bet to make its entrance and debut here with its state-of-the-art products. Speaking about the new license, group general counsel David Yatom called it a “terrific step forward” for the company.

Yatom added that the new remote licenses for casino gaming and sports betting were regarded as a springboard for additional expansion on “further regulated markets across Europe and around the globe”.

The same group general counsel also called the latest licensing success a critical step that was taken in the right direction for Soft2Bet. Soft2Bet already holds a license in Spain, Ireland, and Denmark, with the latter obtained at the start of the year.

Greece, a Market of “Particular Interest” for Soft2Bet

The company further explained its excitement to be joining the Greek market, calling it one that has “been of particular interest” to the provider and operator group since 2021.

One year ago, the Greek government decided to increase the €2 ($2.14) cap on online wagers along with increasing the maximum value of slots Jackpots.

Soft2Bet expects the freshly obtained certifications to be proof of the hard efforts work that its legal and compliance departments have put in to stay fully compliant with different regulatory requirements.

While continuing to issue licenses to brands that it trusts, the Hellenic Gaming Commission is also interested in promoting a safe gaming environment for domestic players. Accordingly, it introduced an anonymous tip line allowing people to report illegal gambling websites and unauthorized forms of advertisements.

This comes to prove the Greek market’s interest in fully acknowledging, revealing, and preventing the risks and harms related to the black gambling market.

Push Gaming and Pariplay, two suppliers of gambling content, have received permission to offer their products in Sweden. The B2B companies have officially secured a license from the Spelinspektionen and are ready for the new market requirements.

For reference, starting July 1, 2023, gambling suppliers in Sweden will be required to have a gaming software license before they can offer their products in the country. Since Sweden is a key market for Push Gaming, obtaining such a license was imperative for the company.

For Push Gaming, this new license means that the operator will be able to continue powering operators with games such as Giga Jar, Retro Tapes, Big Bamboo, Jimmin’ Jars and Razor Shark.

Pariplay, on the other hand, will continue powering the biggest local iGaming operators with aggregated content, as well as with games from Wizard Games, its proprietary studio. Under the terms of the license, the company will be able to offer its products undisrupted for the next five years.

Both companies are among the first suppliers to receive the new license.

The Two Companies Are Glad to Have Secured the Licenses

Representatives from Push Gaming and Pariplay commented on their newly-secured licenses. Fiona Hickey, Push Gaming’s director of new businesses and markets, said that her team is glad that the company will remain in the Swedish market even after the new rules go live on July 1.

According to her, the new license attests to Push Gaming’s commitment to focusing on regulated markets and responsible gaming. She concluded that Swedes will be able to continue enjoying the best games Push Gaming has to offer.

Meanwhile, Pariplay’s managing director, Adrian Bailey, said that Sweden is a key market for his company, which currently aggregates more than 14,000 games from dozens of developers. He said that his team is happy that it will not be forced to exit the country.

We’re committed to keep being the leading aggregator in regulated markets, and look forward to continuing to entertain our Swedish players for many years to come.

Adrian Bailey, MD, Pariplay

Bogdan Barbacaru, Pariplay’s head of compliance, also shared his thoughts on the matter, thanking the Spelinspektionen for allowing the company to continue operating in Sweden. Barbacaru said that his team is excited to keep growing in Sweden and continue strengthening its local foothold. He hopes that Pariplay will continue to expand its presence in Europe as a whole.

Speaking of the two companies, Push Gaming just released a new slot game called Dino P.D. Pariplay, on the other hand, recently added Urgent Games to its Pariplay Fusion platform.

Dirección General de Ordenación del Juego (DGOJ), Spain’s primary gambling regulatory body, uncovered 20 operators with “serious or very serious infractions.” According to a Ministry of Consumer Affairs (MCA) report, the seven most severe offenders lost their licenses, while the rest had to pay more than €35 million ($38.42 million) in fines.

The Country’s Regulator Was Very Busy

The MCA has published sanction records since July 2021 to promote awareness amidst the gambling industry and encourage operators to abide by the country’s strict regulations. Despite the DGOJ’s effective enforcement strategy and the hundreds of millions in fines, many gambling companies still chose to risk the regulator’s wrath.

In the second half of 2022, 20 iGaming and online sports betting operators received substantial sanctions for various contract breaches. Seven of them were guilty of “very serious infractions,” giving the DGOJ justification to suspend their licenses for two years and hit each with a €5 million ($5.5 million) fine. Unfortunately, the MCA report did reveal details regarding individual cases.

2022 Marked a Record Number of Offenders

The other 13 sanctioned operators faced less harsh punishments, as they were only responsible for “serious infractions.” Nine failed to comply with advertising restrictions and received written warnings or sanctions of €10,000 ($11,000). Four more had to pay fines between €125,000 ($137,200) and €160,000 ($175,600) for allowing individuals on the country’s self-exclusion register to gamble or failing to comply with technical requirements.

Overall, 2022 was rife with violations. H1 saw DGOJ sanction 53 operators, forcing 21 to shut down and collecting €84.3 million (92.6 million) in fines. The figures starkly contrast with 2021, which only had 19 operators pay up to €58 million (63.7 million). Such a sudden spike is likely due to the rapid growth of Spain’s gambling market, as revenues rose by 12% in 2022.

Spain Seeks to Regulate Other Similar Industries

While online betting is a notable contributor to Spain’s economy, the country’s government has been notoriously stringent with its regulations. The newest 2021 regulations imposed strict rules, restricting advertising and most industry-standard bonuses. These measures have contributed to a prosperous, sustainable market that can be an example to other European nations.

Thanks to the effectiveness of its gambling policies, the Spanish government is looking to expand its regulatory reach over adjacent industries. In January, DGOJ proposed to apply further advertising restrictions on lotteries. Another recent initiative seeks to crack down on online content creators, forcing them to be more transparent about their activities and sponsorships.
