crown-resorts-receives-approval-to-operate-sydney-casinoIn a decision that echoes through the Australian business landscape, Crown Resorts has finally secured approval to operate its Sydney casino. This long-awaited green light, granted on April 23rd, 2024, by the New South Wales Independent Casino Commission (NICC), signifies a turning point for the company.

However, the path to this point has been controversial, forcing Crown to undergo intense scrutiny and implement significant reforms. The approval will have significant implications, not only for the company but also for the broader Australian gambling industry and the local economy.

A Look Back at Crown’s Tumultuous Journey

Crown’s Sydney aspirations were initially met with enthusiasm. In 2013, the development of a $1.5 billion luxury resort with an integrated casino at Barangaroo, a prime location in Sydney Harbour, was approved.

However, the path to opening wasn’t smooth. In 2021, a devastating inquiry led by former judge Patricia Bergin, SC, exposed a series of concerning practices within Crown Resorts. The issue unearthed evidence of money laundering, irresponsible gambling practices, and connections to organized crime syndicates through the company’s dealings with high-roller junket operators.

These revelations sent shockwaves through the Australian public and regulatory bodies. Crown’s license for the Sydney casino was suspended, and its suitability to operate in New South Wales was called into question.

Regaining Trust

Faced with the potential loss of its Sydney venture, Crown embarked on a comprehensive reform program. The company underwent a leadership overhaul, with a complete restructuring of its board and senior management.

Furthermore, the organization focused on cultural change. It puts a high priority on responsible gambling, anti-money laundering, and strong governance. Crown also implemented stricter compliance protocols and risk management strategies.

This commitment to reform was further strengthened by a change in ownership. In June 2022, US private equity giant Blackstone acquired Crown Resorts for $8.9 billion. Blackstone, known for its focus on responsible investment, pledged to uphold the highest standards of governance and compliance. This commitment resonated well with regulators, demonstrating Crown’s dedication to reform.

What’s more, this shift brought in new leadership and significant investment. It includes $200 million specifically allocated to support responsible gambling initiatives and anti-financial crime initiatives.

Notably, Crown Sydney adopted cashless gaming for all electronic table games, a first for casinos in New South Wales. This demonstrated its commitment to addressing money laundering concerns.

A New Dawn for Crown

The NICC’s decision to grant Crown Sydney its license reflects confidence in the company’s reform efforts. However, the approval comes with a set of stringent conditions. The NICC will maintain close oversight, and Crown will be obligated to demonstrate ongoing adherence to new regulations and compliance protocols.

This period of conditional operation serves as a probationary phase. During this time, Crown must consistently prove its suitability as a responsible casino operator.

For the Australian gambling industry, Crown’s Sydney approval signifies a potential turning point. The industry has faced increased scrutiny in recent years, with calls for stricter regulations to curb problem gambling and enhance anti-money laundering measures.

Crown’s experience serves as a cautionary tale. It highlights the severe consequences of non-compliance and the importance of responsible practices. The industry will likely see a ripple effect with other gambling operators, including the online casino in Australia. They will re-evaluate their own internal controls and compliance measures to avoid a similar situation.

The economic impact of Crown Sydney’s opening is expected to be substantial. The casino complex is projected to create thousands of jobs and generate significant tax revenue for the New South Wales government. It should also contribute to the revival of Sydney’s tourism industry.

However, concerns remain regarding potential social costs associated with increased gambling activity. Measures to mitigate problem gambling addiction and ensure responsible practices will be crucial in the long run.

The Public’s Verdict: A Jury Still Out

While the green light for Crown Sydney signifies a step towards regulatory reconciliation, the court of public opinion remains in session. The controversies that engulfed Crown have left a deep scar on the company’s image. Regaining the public’s trust won’t be a quick fix; it will be a long and arduous process demanding sustained commitment from Crown.

Regaining trust requires more than just regulatory compliance. Crown needs to demonstrate a genuine commitment to responsible gambling practices. As part of this effort, it is important to implement effective player identification and monitoring systems as well as provide support services for problem gamblers. It should also encourage a culture that prioritizes player well-being over maximizing profits.

Transparency will be a key factor in this process. Open communication with the public about Crown’s reform efforts, including detailed information on implemented changes and their effectiveness, is crucial.

Crown should be proactive in engaging with stakeholders. This includes community groups, problem gambling organizations, and the media. Regularly publishing independent audits and reports on its compliance efforts would also demonstrate a commitment to transparency.

A Second Chance, a Continued Watch

The story of Crown Sydney goes beyond the fate of a single casino. It represents a critical moment for the Australian gambling industry. As Crown Sydney prepares to open its doors, the industry as a whole face a period of heightened scrutiny and potential reform.

Whether Crown can capitalize on this second chance and the industry can navigate a more responsible path remains to be seen. Only time will tell if the lessons learned from Crown’s tumultuous journey will lead to a more sustainable and responsible future for Australian gambling.

Resorts World is under federal scrutiny after revelations that three gamblers, currently under investigation for their involvement in illegal sports betting rings, lost nearly $24 million at the casino since its opening less than three years ago. The venue reportedly failed to detect this suspicious activity, which could result in substantial fines if proven true.

A Black Market Operation Allegedly Operated Undisturbed

The investigation, led by federal authorities from California, aims to determine the extent of the alleged money laundering activities and could result in a significant fine for Resorts World. A recent report by local news outlet The Nevada Current revealed that the Nevada Gaming Control Board has also launched a related inquiry into multiple casinos.

This suspected money laundering operation connects to the legal case against Ippei Mizuhara, a former interpreter for baseball star Shohei Ohtani, who reportedly stole $4.5 million and gambled them away with a black market betting ring. Illegal bookmakers are known to launder money by wiring illicit funds to casinos, later withdrawing most of these funds.

Matt Bowyer, who has admitted to taking bets from Mizuhara, made 32 trips to Resorts World, losing $7.9 million between 2022 and 2023. Some of Mizuhara’s weekly payments to Bowyer, up to $500,000 each, were reportedly deposited into another suspect’s gambling account at Resorts World to obfuscate the source of the funds.

Resorts World Faces Pressure over Sibella’s Actions

Damien LeForbes, another high-roller who reportedly lost $12.3 million over nearly four dozen trips to Resorts World, and Real Housewives of Orange County star Ryan Boyajian are the other two individuals suspected of aiding Bowyer. The three men have not faced charges, but the situation may change as the authorities collect more evidence of their alleged illegal activities.

The ongoing investigation follows the court case against ex-Resorts World executive Scott Sibella, who received a sentence for his earlier anti-money laundering (AML) violations. Sibella turned a blind eye to suspicious activities, not unlike Bowyer’s alleged gambling ring. By opting not to report such transactions, Sibella effectively violated the federal Bank Secrecy Act and was sentenced to up to five years in prison and a fine of up to $250,000.

As the investigation continues, Resorts World could face significant penalties if found complicit in the alleged money laundering operations, underscoring the complexities and risks of maintaining compliance in the high-stakes world of casino gambling. Recent revelations highlight how such black market schemes may be more common than expected, necessitating increased vigilance by casinos.

Resorts World, a leading hotel and casino complex in Las Vegas, has come under fire from investigators who are looking into alleged money laundering activities by three heavy-spending gamblers. The Nevada Gaming Control Board is examining several gambling establishments including Resorts World in light of information that came to their attention about huge losses incurred at these facilities.

Trio’s $24M Loss Ignites Concerns of Criminal Activity at Resorts World

Those close to the matter who spoke on condition of anonymity said the trio currently being investigated by federal authorities for their involvement with illegal sports betting rings lost a combined $24 million over three years while gambling at Resorts World, reported the Nevada Current. This announcement has prompted fears about possible criminal behavior within said premises.

There have been no official charges made against the gamblers but if found guilty in any way connected with this investigation it could be disastrous for Resorts World as well. The seriousness attached to these allegations can be seen through the active participation of California-based FBI agents among others.

According to reports, Damien LeForbes is among those mentioned as having lost an enormous sum – $12.3 million during his many visits to Resorts World. In addition, it has also emerged that he gave them a worthless $2.5 million cheque which however did not result in legal actions being taken against him up to now.

Ryan Boyajian visited the casino 21 times and lost 3.7 million dollars during the visits. He is a reality TV star known for starring in “Real Housewives of Orange County”.

Additionally, a California bookie by the name of Matt Bowyer went to Resorts World 32 times between 2022 and 2023 where he lost 7.9 million dollars.

Alleged Illegal Activities Connections Prompt Las Vegas Casino Probe

No formal charges have been made against any of the three gamblers notwithstanding their colossal financial downfalls. Nonetheless, their involvement with illegal gambling operations which include stealing money from well-known sports personalities’ accounts has led to more questions being asked about their honesty in their gambling activities.

In addition to Resorts World, several gaming facilities in Las Vegas are being investigated. The Nevada Gaming Control Board and federal authorities are both looking into potential cases of money laundering and other illegal activities at casinos in the area. Scott Sibella, a former president at Resorts World, is another example of someone who has gotten in trouble for supposedly helping with unlawful gambling while working for MGM Grand.

Wynn Las Vegas has taken legal action against Fontainebleau, requesting a Clark County District Court judge to intervene and halt what they claim is the ongoing poaching of their executives by the rival resort.

In a recent court filing, Wynn attorneys outlined allegations that Fontainebleau has been actively enticing Wynn executives, who are bound by noncompete agreements, to abandon their positions and join the competitor, reported The Las Vegas Review-Journal. The motion, submitted on April 5, detailed instances where Fontainebleau allegedly offered substantial salary increases to lure Wynn employees away.

The motion asserted that Fontainebleau had repeatedly interfered with and attempted to interfere with Wynn’s employment agreements. It further argued that given Fontainebleau’s past behavior, it is likely to continue such practices, hence the request for an injunction to prevent further disruption of contractual relationships.

This legal tussle began at the beginning of March when Wynn initially filed a lawsuit against Fontainebleau. The complaint alleged persistent efforts by Fontainebleau to convince Wynn employees to switch sides.

The ongoing lawsuit later escalated with the submission of a response from Fontainebleau, including correspondence between the CEOs of both companies, revealing discussions about alleged attempts by Fontainebleau to attract Wynn executives.

One such employee mentioned in the Wynn Las Vegas filing is Wayne Crane, a senior executive director of entertainment for Wynn Nightlife. According to the motion, Crane, who had been with Wynn for over a decade, was approached by Michael Waltman, senior vice president of nightlife at Fontainebleau. Waltman allegedly suggested Crane was undervalued at Wynn and discussed potential opportunities at Fontainebleau, including a significant salary increase.

Crane, although content at Wynn, expressed openness to new prospects, particularly if accompanied by a substantial pay raise. Fontainebleau reportedly offered Crane nearly double his current salary and proposed a workaround for the noncompete clause by assigning him to their Miami branch while allowing him to oversee operations in both Miami and Las Vegas from Nevada.

Crane eventually accepted Wynn’s counteroffer of a new three-year contract with substantially increased pay. This turn of events underscores the intensifying competition for talent in the Las Vegas hospitality industry.

While noncompete clauses are not prohibited in Nevada, legal experts speculate on whether this lawsuit might prompt a reevaluation of such contractual agreements in the state.Judge Mark Denton of Clark County’s business court is expected to rule on Wynn’s request for a preliminary injunction within the next month, marking a pivotal moment in this legal battle between two major players in the Las Vegas hospitality sector.

Last year, Full House Resorts inched closer to turning its American Place casino in Waukegan into reality. Now, the company awaits the Illinois Supreme Court’s final decision.

Previously, the company secured a positive recommendation from the Waukegan Planning and Zoning Commission to the City Council. This doesn’t mean there wasn’t trouble, however, as previously a lawsuit against the City of Waukegan and the Illinois Gaming Board by Forest County Potawatomi Community tried to prevent Full House Resorts from getting a license.

In 2021, the case was dismissed, providing the casino developer with the green light it needed. The company’s triumph, however, was short-lived as last year, the Illinois First District Appellate Court reversed the dismissal, forcing Full House to put its plans on hold once again.

The company is currently involved in a third-party lawsuit and cannot proceed with the beginning of its construction work for as long as the litigation over the license persists. According to attorney Stewart Weiss, the court should reach a decision by the end of 2024.

Full House Resorts Is Optimistic about the Lawsuit’s Result

Full House Resorts’ goal is to create a luxury resort that would attract customers from the Chicago area and bring economic stimulus to Lake County. According to the company and local leaders, the American Place casino would create many new jobs while providing guests with premium experiences.

The final property will boast a 5-star hotel with 20 suites, as well as a casino with some 100 gaming tables and 1,640 slots. Furthermore, American Place Waukegan will have a 1,500-seat entertainment venue. According to officials, the property “is for everybody,” not just for high rollers.

For reference, American Place’s president and CEO, Daniel Lee, expects the permanent property to open in 2027. He firmly believes that the ongoing lawsuit lacks merit and would be eventually dismissed, after which his team would need approximately two years to finalize the casino hotel. Lee is furthermore convinced that his team has the capacity to finance the construction.

Lake County officials and experts are looking forward to the finalization of the venue, arguing that it would be another attraction. Visit Lake County president Maureen Riedy praised the temporary property and expressed his enthusiasm about the permanent one.

Two years after Crown Resorts’ Melbourne property came under government review, and following the acquisition by Blackstone Group, the flagship casino has been deemed fit to retain its license and continue to operate, overcoming a difficult regulatory spell that necessitated strict government supervision because of breach of anti-money laundering laws.

VGCCC Pleased with Progress and Ongoing Efforts

Much of this is now in the past, with the Victorian Gambling and Casino Control Commission (VGCCC), a hardened regulator which emerged precisely because of omissions in the previous watchdog’s model, deeming the Crown Resorts property as suitable to carry on. The VGCCC allowed itself rare praise of the property, calling the “systematic failings” of Crown Melbourne a “thing of the past.”

But ongoing suitability will be significantly demonstrated by how Crown responds to instances of operational failure, not by their total absence.

VGCC chair Fran Thorn

VGCC chair Fran Thorn has spoken about the long process that the property and the regulator undertook to ensure that all regulatory benchmarks are met in full and conscientiously. Crown Resorts has confirmed that it will continue to work towards the betterment of its operations and achieving better sustainability.

“Over 10,000 pages of documentation have been submitted and 770 remediation activities have been delivered to our state regulators, fundamentally rebuilding our organization from the inside out,” Crown CEO Ciaran Carruthers said, indicating that the property has been actively working on clearing up its name.

Crown Resorts will also be paying $294 million worth of fines that have to do with the breaches of AML law, or some AU$450 million.

Too Big to Fail but Not Excused from Responsibility

Crown Melbourne is almost “too big to fail” as authorities seriously debated whether the property should lose its license altogether, but in the end, it was deemed that the adverse economic impact would only compound the matter. The property also remained vigilant over its name being misused by bad actors.

Crown Melbourne is the biggest private sector employer to operate out of a single location in the state, employing some 11,500 staff members, which gives it some bargaining leeway. Regardless, VGCCC’s attitude over the past two years suggested that the regulator would not have hesitated to pull the trigger if it had been forced to shutter the company’s license over non-compliance, however.

Recently, Crown Resorts conducted an internal investigation looking into alleged wrongdoings by CEO Carruthers who supposedly allowed patrons who were escorted out by security back in. These allegations proved false.

As it turns out, the people in the state, who just received online betting, are strongly supportive of the potential legalization of commercial casino resorts.

Survey USA polled 850 adults and learned that 55% of them support the creation of casinos in rural parts of North Carolina. For comparison, only 28% of the respondents remained strongly or somewhat opposed to casino gaming. The rest of the respondents remained neutral.

The survey also understood that adult men were slightly more likely to support casino gaming. Survey USA pointed out that 61% of the male respondents and 65% of the respondents aged 35-49 supported Vegas-style gaming.

Survey USA’s poll echoes the results of a recent survey by Meredith Poll from the private women’s liberal arts college in Raleigh, which found that 57% of voters support commercial casinos.

Not All Lawmakers Approve of Casino Gaming

Casino supporters in North Carolina have been trying to get casino gaming legalized for a while. While the local constitution does not prohibit gambling and therefore no constitutional changes are needed, casinos remain a point of contention.

For reference, North Carolina currently boasts three tribal casinos. The state recently launched online sports betting, expanding its gaming industry.

In 2023, Senator Phil Berger tried to get casino gaming launched, envisioning three commercial properties in Anson, Nash and Rockingham. His effort had attracted the interest of The Cordish Companies but ultimately failed.

Berger argues that casino resorts are more than mere gaming properties. He refers to them as entertainment districts, arguing that they go beyond gambling.

Republican lawmakers critiqued Berger’s effort, saying that gaming expansion should be considered separately and not as a part of the state’s budget plan.

In the meantime, supporters of Vegas-style gaming will have another shot at getting commercial casinos legalized as the 2024 legislative session looms. While many argue that casino resorts would provide a strong boost to rural economies, some influential lawmakers argue that the state should focus on other initiatives to develop the rural ecosystems instead.

Amid swirling rumors of Bruno Mars accumulating massive gambling debts, MGM Resorts has stepped forward to quash the speculations, asserting that the acclaimed singer-songwriter is not indebted to the casino giant.

MGM Resorts Clarifies Bruno Mars’ Financial Status

Responding to recent claims from media outlet NewsNation, MGM Resorts dismissed reports suggesting that Mars owed up to $50 million in gambling losses. The company, in a statement issued March 18, emphasized its enduring partnership with Mars, labeling any insinuation of financial indebtedness as “completely false.”

MGM Resorts commented to The Las Vegas Review-Journal that they were proud of their relationship with Bruno Mars, emphasizing that his brand of entertainment, from his energetic performances at Dolby Live at Park MGM to the newly opened Pinky Ring lounge at Bellagio, has a global appeal.

The statement elaborated that the partnership between MGM and Mars is founded on mutual respect. It asserted that any speculation suggesting otherwise is unfounded, reiterating that Mars does not owe any debt to MGM.

The rumors, originating from an unnamed source cited by NewsNation, alleged that Mars was using earnings from his performances to offset substantial gambling losses. The source purported that Mars earns around $90 million annually from his residency deals with MGM, but after tax deductions, his net earnings amount to roughly $1.5 million per show.

Contrary to these claims, MGM Resorts firmly denies Mars’ indebtedness, emphasizing that his collaboration with the company spans multiple ventures, including his ongoing residency at Park MGM and the recent partnership on the Pinky Ring lounge at Bellagio.

Bruno Mars’ Influence Remains Strong Amidst Casino Speculations in Las Vegas

Mars, whose affinity for the casino tables has been previously noted, has not publicly addressed the recent rumors. However, past interviews have showcased his candidness about gambling experiences, highlighting the lessons learned from occasional losses.

The Grammy-winning artist has been a fixture in the Las Vegas entertainment scene since 2016, captivating audiences with his chart-topping hits and dynamic stage presence. His enduring partnership with MGM Resorts underscores his significant contribution to the city’s vibrant entertainment landscape.

As mentioned above Bruno Mars recently launched The Pinky Ring at Bellagio Resort & Casino. The new venture debuted with an exclusive party and performance, attended by celebrities like Lady Gaga and T-Pain, featuring surprise acts from Janelle Monáe and others.

The venue, curated by Bruno himself, promises an immersive experience in timeless glamour and remarkable artistry, with The Hooligans as the resident house band for the initial weeks. As MGM Resorts and Bruno Mars continue to collaborate on innovative ventures, the casino giant reaffirms its commitment to providing unparalleled entertainment experiences for its patrons, dispelling any notions of financial discord with the celebrated performer.
