Ontario_iGaming_operators_made_4_billion_in_gross_revenue_in_2025_CoverOntario’s regulated online gambling market closed 2025 with its strongest performance since launch, as licensed operators recorded close to $100 billion in total wagers and slightly more than $4 billion in non-adjusted gross gaming revenue. Newly released data completed the full-year picture for one of the most crowded and competitive iGaming environments in North America.

Across the 2025 calendar year, players placed approximately $98.3 billion in cash wagers, representing a 26% increase compared to the previous year. Revenue before tax reached $4.0 billion, marking a 34% rise from 2024. The figures cover online casino gaming, sports betting, and peer-to-peer poker, all operating under Ontario’s regulated framework.

Because reported revenue reflects gross results before the province’s 20% tax rate, Ontario’s share of iGaming activity can be estimated at roughly $807 million in tax revenue for 2025. The remaining balance, around $3.2 billion, stayed with operators. Since regulated iGaming launched in April 2022, cumulative operator revenue in the province has surpassed $10.2 billion, translating into approximately $2.04 billion in total tax receipts over that period.

Record-Breaking Finish to the Year

Ontario ended 2025 with unprecedented monthly results. December alone produced $9.5 billion in wagering activity and $425.4 million in revenue, setting new all-time records for both measures. Compared to December 2024, handle increased by 21.5%, while revenue surged 57.3%.

Momentum built steadily throughout the year. By September, the highest monthly handle stood at $8.5 billion, but that level was exceeded in October, November, and December. Revenue followed a similar pattern, breaking the $400 million threshold for the first time in November before climbing higher in the final month of the year.

Player spending metrics also reached new highs. Ontario finished 2025 with 1.267 million active player accounts, slightly lower than late-year peaks but up 24.5% year over year. Average revenue per active account climbed to $334, the highest figure recorded since the market opened, reflecting a 27% increase from 2024.

Online Casino Remains Core Revenue Driver

Casino-style gaming continued to dominate Ontario’s iGaming landscape. In December, nearly $8.3 billion of the month’s $9.5 billion handle came from online casino play, accounting for 87% of all wagers. Throughout 2025, casino’s share of handle never dropped below 83% and reached as high as 89% during the quieter summer months.

Revenue distribution mirrored that pattern. Online casino gaming generated $320.5 million in December alone, equal to 75% of total monthly revenue. Over the full year, casino products produced more than $3.1 billion in non-adjusted gross gaming revenue, reinforcing their position as the province’s primary revenue engine.

Sports Betting and Poker Outcomes

Sports betting represented a smaller but still significant portion of activity. Monthly handle hovered around $1 billion, amounting to 11% of total handle in December. Over the year, Ontarians wagered more than $12 billion on sports. December’s handle of $1.09 billion fell 4% from the same month in 2024, though revenue told a different story.

Sportsbooks closed the year on a high note. Revenue reached $102 million in November and $99.1 million in December, the two strongest months of 2025 for the segment. December’s sports betting revenue stood 150% higher than December 2024, aided by favorable results across major leagues, including the NFL.

Peer-to-peer poker remained a marginal contributor. December handle reached $141 million, with revenue of $5.8 million, each representing roughly 1.4% of the overall market. The segment continues to operate within Ontario’s ring-fenced environment, limiting its scale.

Operator Landscape and Outlook

By late January 2026, Ontario counted 48 licensed private iGaming operators running 82 gaming sites, excluding the provincially operated platform, which reports separately. Operator composition shifted during 2025, with the arrival of Golden Nugget Online Casino and the exit of brands including Fitzdares, Betiton, MagicRed Casino, and the Wildz group.

The market may soon expand again. DAZN secured regulatory approval to launch DAZN Bet in Ontario during 2026, while absolutebet has obtained a license but has yet to go live. High Roller Technologies also has an application under review.

Ontario’s results arrive as other jurisdictions examine similar models. Alberta is preparing to introduce its own competitive iGaming framework later in 2026, potentially creating another major regulated market in Canada following Ontario’s rapid growth.
