New Timeline for Downstate Casino Bids

On June 27, 2024, the Gaming Facility Location Board unanimously approved the new timeline. The revised schedule requires all applications to be submitted by June 27, 2025. Following this, Community Advisory Committees (CACs) will form to begin their statutory evaluations. CACs must vote on their respective projects by September 30, 2025, after which approved applicants will submit additional materials, including proposed tax rates, for further evaluation.

The board plans to make its decisions by December 1, 2025, with the New York State Gaming Commission issuing licenses by December 31, 2025. This extended timeline is designed to ensure that all legal and procedural requirements are met, giving communities ample opportunity to voice their opinions and allowing applicants to finalize necessary zoning and environmental approvals.

Conflict with Pending Legislation

Senator Joe Addabbo’s bill (S9673A), passed through the House and Senate in early June 2024, proposes an August 31, 2024 deadline for bid submissions. However, board members expressed concerns that this deadline is unrealistic. Board chair Vicki Been stated, “The hope would be that our reasoning will be helpful to the governor,” indicating the board’s belief that a rushed deadline would not be practical given the complexity of the bidding process.

Bidders must complete zoning changes and environmental impact studies before their proposals can be reviewed. Currently, sites like Bally’s Bronx proposal and Steve Cohen’s Queens proposal require rezoning, as they are designated as parkland. Both developers are lobbying local and state boards for these changes, but the approvals are not yet in place.

Interested Bidders and Proposals

There are 11 bidders interested in the three available casino licenses for downstate New York. The proposals and their respective developers and operators include:

In addition to securing community support through CACs, applicants must navigate the State Environmental Quality Review Act (SEQR) process. This extensive review is essential to identify and mitigate any adverse environmental effects of the proposed projects. The City of New York has updated its zoning code to permit licensed commercial casino gambling, but some potential applicants still face additional zoning hurdles.

The board’s decision to extend the bid deadline aims to provide a fair and thorough evaluation process, ensuring that all proposals meet the required standards and that the community’s voice is heard.

This handle places New York fourth all-time nationally in the post-PASPA era, reaffirming the state’s monopoly on top-10 all-time totals. Similarly, the revenue total ranks fourth overall, with the Empire State claiming eight of the top-10 monthly operator winnings, leaving states like New Jersey and Ohio trailing with just one apiece.

Steady Growth and Revenue Surge

Comparing April 2024 to the same period in 2023, there was a notable 27.1% increase in handle and a 32.1% surge in revenue, showcasing a steady growth trajectory in New York’s sports betting landscape. The total accepted bets through the first four months of 2024 reached $7.57 billion, marking a 14.4% increase from the previous year. Moreover, the near-9% win rate generated $679.6 million in revenue, a substantial 21.1% increase.

The state collected $93.8 million in taxes, with the bulk of it sourced from New York’s nine mobile operators, demonstrating the significant economic contribution of the sports betting industry. Year-to-date, the state’s tax receipts stand at $345.1 million, surpassing last year’s pace by $59.6 million and on track to exceed $1 billion, doubling the initial projections set by former Governor Andrew Cuomo.

FanDuel’s Remarkable Performance

FanDuel showcased an impressive recovery with an 11.7% hold, avoiding its third consecutive month with a sub-10% hold. This achievement is noteworthy, especially considering the challenges faced in the early months of mobile betting in New York. With a win rate of 11.7%, FanDuel amassed $91 million in revenue from $780.5 million worth of wagers, surpassing $1.8 billion in total revenue in the Empire State.

Distinct Performances of Leading Operators

DraftKings witnessed a remarkable 42.7% year-over-year increase in handle, reaching $737 million, while maintaining a solid 8.6% hold, resulting in a substantial revenue of $63.2 million for April. Caesars, however, experienced a decline in market share, with its 8.1% contribution to the total mobile handle marking an all-time low. Despite this, Caesars managed to surpass $400 million in total revenue.

Fanatics Sportsbook, in its first full month as an operator in New York, reported $5.6 million in revenue, setting an all-time high, with a 7.5% hold. Similarly, BetRivers and BetMGM showcased steady performances, contributing to the diverse landscape of sports betting operators in the state.

May’s Promising Start

The first week of May saw a promising surge in sports betting activity, with a combined handle of $484.1 million among the nine mobile operators. DraftKings led the pack with its second-highest week of action, totaling $217.2 million in handle. FanDuel, accounting for more than half of the operator winnings for the week, reported $12.6 million, contributing to the overall positive momentum in New York’s sports betting industry.

GLI Continues to Expand Its Influence and Team

Back then, GLI said that this accreditation attests to its ongoing commitment to the highest possible quality testing services. For reference, all of the testing specialist’s labs are currently operating under the latest requirements of ISO/IEC 17025:2017.

In other news, GLI recently reinforced its team with two major promotions. The company promoted the experienced Ginnie Hollis and Samantha Powell as vice presidents of engineering. Hollis is based in GLI’s office in Colorado, USA, and will take care of the company’s digital operations. Missouri Tigers Want to Cash In on Their Good Form

The Missouri Tigers finished the regular NCAAF season with a 10-2 record. Their only losses happened to Georgia and LSU. In both of those games, Missouri was the underdog.

Throughout the season, Eliah Drinkwitz’s boys were good both offensively and defensively. They did concede 49 points against LSU, but Missouri’s defensive team kept all the other opponents to no more than 31 points.

Still, if there’s something their fans will remember the 2023 college season for, it’s Missouri’s super-productive offense. Their average was 34.08 PPG, which is pretty respectable.

They got to such a high number thanks to some brilliant performance of their quarterback Brady Cook who threw for 3,189 yards and 20 touchdowns in 2023. His favorite target was wide receiver Luther Burden who recorded 1,197 receiving yards and eight touchdowns this season.

Then, there’s running back Cody Schrader who’s the recipient of this year’s Burlsworth Trophy for the best college football player who started his career as a walk-on. Schrader gained 1,489 yards for the Tigers, scoring 13 TDs along the way.

With these guys on the field of AT&T Stadium, Mizz should have no worries about scoring. But can their defense handle the Buckeyes’ offense?

2023 Cotton Bowl Classic is Ohio State’s First Game Without Kyle McCord

After going 11-1 in the regular season and finishing second in the Big Ten (East) conference, just behind Michigan, the Ohio State Buckeyes were the No. 2 team in the nation. But then, their quarterback Kyle McCord decided to enter the transfer portal. The result of his decision was that his team plummeted to the No. 7 position in the rankings.

The obvious question is can they hope without him? McCord was crucial for their success in 2023 and with backup QB Devin Brown, they shouldn’t hope to achieve much passing-wise. Sure, they’ve still got some really good receivers on the roster, most notably, Marvin Harrison Jr. who recorded 1,211 yards in 2023, scoring 14 touchdowns.

However, in the 2023 Cotton Bowl Classic, their offense will probably have to work harder on running the ball. This tactic might not result in a lot of touchdowns, which is why we think it’s their defense that may decide the outcome of this game.

If Ohio State’s defensive team does a good job on December 29, the Buckeyes are going to win. It’s as simple as that!

Jacksonville State Gamecocks Favored to Triumph in Their First-Ever Bowl

The Jacksonville State Gamecocks have never played a college bowl game in the program’s 99-year-long history. They moved to the Bowl Subdivision of the NCAAF this year, going 8-4 and becoming the first team in 26 years to make a bowl in its first season in the FBS.

That’s a great achievement, but there’s one thing that should worry them. These guys lost two of their last three games. Those losses happened to South Carolina (5-7) and New Mexico State (10-4), two teams with superb offensive teams.

But even against those opponents, Jacksonville’s defense did not embarrass itself. That’s something that’s giving the Gamecocks a lot of confidence ahead of the 2023 New Orleans Bowl.

Louisiana Ragin’ Cajuns Looking for Their 6th Win in the New Orleans Bowl

Michael Desormeaux’s team finished the 2023 NCAAF season with a 6-6 record (3-5 in Sun Belt Conference). They could’ve done better but their offense wasn’t too impressive.

Sure, they did score 52 points in their most recent game, but before that, they were somewhat disappointing. Their season average was 32.25 PPG, but in three of the last four games, they went under that number.

Truth be told, they had some really tough games in the remainder of the season – Troy (11-2), Arkansas State (6-6), and so on.

Jacksonville State Gamecocks vs. Louisiana Ragin’ Cajuns Prediction

Our 2023 New Orleans Bowl prediction is that this is going to be a very close game, probably with not too many points overall. Literally a single field goal could decide the winner on December 16.

Given that the Ragin’ Cajuns have one of the best kickers in college football – Kelvin Almendares who went 13-for-14 with field goals in 2023 – which is why they’re our pick.

The Buckeyes Dreaming of Their 1st Win in “The Game” in This Decade

The Buckeyes lost the last two games against their arch-rivals. They’ve been without a win over the Wolverines since 2019, but maybe this Saturday is the day when the wait ends?

A thing that’s giving their fans some hope that they can pull it off is that Ohio State’s defense has been phenomenal in 2023. These guys are No. 1 in the nation when it comes to pass defense. That said, the Buckeyes should be able to put on a good defensive performance at Ann Arbor, but what about their offense?

Their starting quarterback Kyle McCord has seriously upped his game over the last couple of weeks. He’s got 22 touchdown passes to his name in the 2023 NCAAF season, with 10 of those happening in his last three games. Further, he’s without a single interception in the last two games.

McCord’s favorite target in 2023 has been Marvin Harrison Jr., who’s scored a total of 13 passing TDs this season, five of which happened in the three games Ohio State has played this month.

When it comes to Ohio State’s running game, TreVeyon Henderson has been in the spotlight. The running back has made 118 carries this season for 794 yards and 10 touchdowns. A great thing about Ohio State’s running game in 2023 is that it’s not just about one player. In addition to Henderson, five other Buckeyes have scored a rushing TD this season.

Problems Keep Pilling on for Michigan

Michigan’s head coach Jim Harbaugh is suspended by the Big Ten Conference and won’t be there to lead the Wolverines in “The Game” on Saturday. He won’t be there on the field, but he’ll probably get the players ready for the crucial game.

Unfortunately for Michigan, the absence of their coach isn’t the only problem they’re facing. Their starting quarterback is also struggling with fitness. J.J. McCarthy missed the previous game due to injury, so there are worries that he might not be back to his top level by Saturday.

Further, his colleague from Michigan’s offensive team, wide receiver Roman Wilson, picked up an injury last week, for which he’ll miss the 2023 Buckeyes vs. Wolverines game.

There might be some problems with their defense as well. Even though they conceded the least number of points of all Big Ten teams, they did get outplayed a couple of times last weekend by the Maryland offense.

Taulia Tagovailoa and the Terrapins scored 24 points against the Wolverines – the highest number of points this team’s conceded in 2023.

The Washington Huskies are 10-0 in the 2023 NCAAF season and are determined to stay undefeated until the end of the season. They’re left with only two games to play before the end, the first of which is against the Oregon State Beavers who are 8-2 right now.

Although the Huskies have a much more illustrious history than the Beavers, the recent couple of duels between these two were pretty close. Washington Huskies Wanna Keep on Winning

The Huskies are 10-0 on the season and it’s mostly thanks to their incredible offense. These guys are averaging 41.0 points per game, which is second only to the Oregon Ducks in the Pac-12 Conference.

Their quarterback Michael Penix Jr. has been great both when it comes to passing and rushing the ball. He’s thrown for a total of 3,533 yards in the 2023 college football season, with 28 of his passes resulting in a touchdown. Plus, in his last two outings, we saw him score two rushing TDs.

The Huskies, however, haven’t been as impressive defensively. They’re conceding 23.5 points per game, which is more than the Oregon State Beavers, as well as four other Pac-12 teams.

Their Achilles’ heel in 2023 has been their defense against ground attacks. The Huskies defense is allowing 140.3 yards per game, which could be a major problem in Week 12 when they’re taking on Oregon State which averages 196.9 rushing yards per game.

2023 NCAAF Odds Suggest Oregon State Will Win in Week 12

Last weekend, the Huskies did a good job defensively, managing to stop Utah’s runners from doing much. They kept the Pac-12’s No.1 rushing offense to just 115 yards. However, that happened on their turf. In Week 12 of the 2023 college football season, they’re taking on equally dangerous runners on the road.

The Oregon State Beavers are great on the ground with running back Damien Martinez being their standout player. They’ve also been doing okay passing-wise, but it’s their defense that’s been truly stellar in 2023.

These guys are conceding 20.5 points per game, which makes their defense the fourth-best in the conference. What’s really impressive about this team, however, is that the Beavers have conceded under 20 points in six games this season.

Bookies seem to think they got what it takes to stop Penix Jr. & the Huskies offense on Saturday, giving them shorter NCAAF Week 12 odds. However, the odds aren’t miles apart, suggesting that we’re going to see a real battle at Reser Stadium.

Washington Huskies vs. Oregon State Beavers Prediction

This is going to be a very close game in our opinion as each team has the tools to exploit the other team’s weaknesses. The alternative point spread is set to 3.5 points, which is great because we don’t think either team can win by more than a field goal.

And if we had to pick which team is going to leave Reser Stadium victorious? We’d go with the Huskies, mainly because their QB Penix Jr. is playing at a Heisman Trophy level.

West Virginia has become the fifth US state to enter the historical Multi-State Internet Gaming Agreement (MSIGA), availing its gambling population of a plethora of interactive gaming among the other member states of the Association.

Online poker aficionados from West Virginia will be able to engage in gameplay against players in Nevada, Michigan, Delaware, and New Jersey. The news comes about one year after the West Virginia Lottery reiterated its intention to join the multi-state agreement. 

West Virginia Lottery, “Pleased” to Offer Multi-state Poker 

As explained by West Virginia Lottery director, John Myers, by joining the important agreement that was originally introduced in Nevada and Delaware in 2014, the Mountain State is expected to significantly boost the “potential pool of participants” while enabling their players to engage in interesting play for even greater winnings. 

Director Myers took the opportunity to express their excitement that their West Virginia iGaming providers “will now have the opportunity to offer multi-state poker” to their players. 

All iGaming service providers in the state that would like to provide multi-state poker will need to send a letter of intent to the Lottery which will also need to receive the approval of the rest of the member states.

The same iGaming service providers interested in jumping on the wagon will need to work toward obtaining the required seals of approval from the state as well as other relevant member states prior to being allowed to go live.

Current State of Things 

The Multi-State Internet Gaming Association LLC is a Delaware-based corporation responsible for managing the affairs of all member states as part of the Agreement. 

For the time being, Nevada, Michigan, and West Virginia are the three US states offering online poker to member states. New Jersey and Delaware also display their own online poker offerings, alongside the rest of specific online gaming solutions for the full spectrum of gaming options.

The MSIGA is, for the time being, a unique agreement to the United States that does not have a correspondent in the European Union. 

In April 2022, when Michigan joined the MSIGA together with its 10 million residents, Delaware Lottery’s internet gaming manager, and the association’s manager, Rebecca Satterfield, expressed the association’s interest in welcoming additional gaming jurisdictions eager to join the Agreement.
Following the news of Michigan entering the MSIGA, online poker fans in Pennsylvania expressed their optimism regarding the potentially bright future of online poker in the Keystone State, in spite of lacking any official indications of such a plan.

State Senator Joseph Addabbo has announced his ambitious plans to introduce an online casino and online lottery bill by the end of 2023, just in time for the upcoming session in January 2024 as well as the executive budget. This marks the Senator’s second attempt to introduce these iGaming products to the Empire State after his failed trial last year. 

Still a Lot to Be Done

Sen. Addabbo explained there is still a lot of work to do for the bill to make it into the session at the head of the next year, including “getting feedback from those in the industry,” which may include representatives of the casino industry, labor, and other parties. 

The Senator explained that they had followed the same successful steps when trying to introduce mobile sports betting to gamblers in the state. While admitting that the form and structure of the mobile sports betting bill were different from the ones proposed by him and Assemblyman Gary Pretlow, the Senator still considered it a victory that “about 65% of our vision got into the bill.”

He also praised the fact that the bill revealed itself to be the most successful mobile sports betting product in the US. 

Since Sen. Addabbo is also determined to include iLottery in the new bill, the efforts involved are expected to be even greater for obvious reasons. The Senator expects both products to generate a state revenue of about one billion dollars

The new bill would include a 30% tax rate, which would be about the same tax as the one included in last year’s bill which failed to reach the executive budget.

“It’s a Budgetary Item”

The Senator expressed his concerns over the “multi-billion-dollar deficit” and the fact that the state cannot raise the taxes to such an extent to cover it while bringing up the possibility of generating new revenue via iGaming and iLottery as an alternative solution. 

He also explained that other US states that have already legalized online casinos and lotteries are currently “taking our money” while mentioning the large number of New Yorkers known to engage in illegal gambling.

Sen. Addabbo believes sitting on the sidelines would be the wrong thing to do, in the context of industry analysts speaking about the state losing one billion dollars each year. 

Finally, the Senator expressed his hope that Gov. Kathy Hochul would consider at least exploring the idea of legalizing online casinos in the executive budget as a means of opening the door to “dialogue and negotiation.”

In January 2023, Sen. Addabbo spoke about the state’s plans regarding three open licenses for full casinos, emphasizing the positive impact on the future of gambling in NY.
