Thailand Drops Wealth Requirement for Locals at Planned Casinos

Thailand-Drops-1.5-Million-Asset-Entry-Rule-for-Locals-in-Casino-Plan-Official-SaysThailand has revised its proposed regulations for locals entering the country’s planned casinos, eliminating the requirement that citizens hold at least THB50 million (US$1.5 million) in bank deposits. This change was confirmed by Deputy Finance Minister Julapun Amornvivat, who highlighted concerns that the previous threshold would have made casino access too exclusive. According to government data, only about 10,000 bank accounts in Thailand meet that financial benchmark, effectively locking out most of the country’s 70 million residents.

The updated eligibility criteria now focus on a different qualification: instead of proving a high net worth, Thai nationals seeking to enter legal casinos will need to have filed tax returns for at least three consecutive years. This adjustment is part of a broader effort to balance economic opportunity with regulatory oversight while discouraging illegal gambling.

Easing Restrictions to Combat Illegal Betting

Authorities initially introduced the THB50 million requirement to mitigate risks associated with gambling-related harm. However, officials now acknowledge that such a policy would have been commercially restrictive and likely pushed many Thai players toward underground betting operations or foreign casinos.

“This criteria would not be able to solve illegal gambling,” Julapun stated, emphasizing that overly strict conditions might inadvertently drive more people to unregulated gambling venues. By shifting to a tax-based requirement, the government aims to ensure broader access while maintaining oversight of players’ financial history.

Despite the revision, the proposed casino entry fee of THB5,000 (approximately US$140) for local players remains in place. This measure is modeled after Singapore’s approach, where residents must pay a daily levy to enter the city-state’s casinos.

Next Steps for Casino Legislation

The revised draft of Thailand’s Entertainment Complex Bill, which includes provisions for the legalization of casino resorts, has already been vetted by the Office of the Council of State. It is expected to be submitted to the Cabinet shortly before moving on to the National Assembly for further review.

Deputy Prime Minister and Finance Minister Pichai Chunhavajira confirmed that the bill had been signed by Deputy Prime Minister and Interior Minister Anutin Charnivirakul. However, it was not included in the latest Cabinet agenda. Lawmakers must act before the current parliamentary session ends on April 11.

Government projections indicate that legal casinos could generate more than THB12 billion (US$350 million) annually, boost foreign tourist arrivals by 5% to 10%, and attract at least THB100 billion (US$2.9 billion) in new investments. These estimates align with broader economic development plans aimed at positioning Thailand as a competitive player in the global gaming industry.

Public and Industry Reactions

While authorities see casino legalization as a way to stimulate economic growth and draw foreign investment, public opinion remains divided. A recent survey found that many Thais oppose the plan, with concerns about potential social consequences. Certain political parties have also voiced objections, arguing that widespread gambling could lead to an increase in addiction and financial distress.

Despite these concerns, industry analysts believe Thailand could emerge as one of the world’s leading casino markets. A recent Citi report estimated that nearly half of all Thais aged 20 and older might participate in casino gaming if given the opportunity. Such projections suggest Thailand has the potential to become the third-largest gambling destination globally, behind Macau and Singapore.

Although several Southeast Asian nations have legalized casinos, only a select few — such as Singapore —have successfully attracted global gaming giants like Las Vegas Sands. Thailand’s ability to establish a thriving casino sector will depend on how effectively it balances regulation, investment appeal, and social impact.

The final version of the Entertainment Complex Bill is expected to outline clear guidelines for casino operations, including restrictions ensuring that gaming areas make up only a small portion of larger entertainment complexes featuring hotels and amusement parks.
