Brazilian Senate Postpones Gambling Legalization Vote

Brazilian-Senate-postpones-vote-on-legalise-casinos-bingo-and-jogo-do-bichoThe Brazilian Senate has postponed a critical vote on a bill that seeks to legalize several forms of gambling, including casinos, bingo, online gaming, horse racing, and the popular but illegal jogo do bicho (a traditional Brazilian lottery game). The decision to delay the vote was made due to low attendance in the chamber and ongoing political divisions among senators.

Senate President Davi Alcolumbre, who announced the delay on Tuesday, July 8, explained that the vote was removed from the agenda because only 56 senators were present, far below the required quorum for such a significant legislative decision. Alcolumbre explained, “The quorum is very low – 56 senators. Due to a big divergence in opinion and the absence of Senators, I will officially remove this from today’s agenda.” No new date has been set for the vote, and the bill now remains in limbo.

The Gambling Legalization Bill and Its Impact

The bill, known as Bill 2,234, was designed to end a nearly 80-year prohibition on gambling that was first enacted in 1946. It would allow for the legalization of casinos, video bingo, horse racing betting, and jogo do bicho. This proposal has been the subject of much debate, with strong support from some lawmakers and harsh opposition from others.

Senator Irajá, one of the bill’s main proponents, highlighted the potential economic benefits of gambling legalization, including R$100 billion (around US$18.35 billion) in investments, the creation of over 1.5 million jobs, and an increase in tax revenue, estimated to be R$25 billion (US$4.6 billion). “The main benefit of the bill is to allow contravention to move into a regulated framework, reducing possible links between gambling and organised crime,” Senator Irajá stated, emphasizing the benefits of transitioning illegal gambling into a regulated system.

Opposition and Political Divisions

Despite the potential economic benefits, the bill has faced significant resistance from conservative lawmakers, religious groups, and other members of the Senate. Critics argue that legalizing gambling could exacerbate issues related to addiction, increase the power of criminal organizations, and lead to greater social problems. The opposition has been vocal about their concerns, with some lawmakers pushing for the bill to undergo additional scrutiny in various Senate committees.

Senator Eduardo Girão, a vocal critic of the proposal, celebrated the delay and urged that the bill be sent to three Senate committees for further review. He argued that a roll-call vote should be held when the bill eventually returns to the Senate floor. “The public is deeply concerned,” Girão said. “I would like the bill to be referred to three committees, and when it comes to the floor, that a roll-call vote be held.”

A History of Delays and Divisions

The topic of gambling legalization has been on the table for nearly three decades. The bill under consideration was first introduced to Congress in 1991, and several attempts to revive the gambling industry have been thwarted by moral objections and concerns over its potential negative effects on society. While some lawmakers see the legalization of gambling as a potential boon for the Brazilian economy, the debate remains highly polarized.

As the issue continues to be debated, Senate President Alcolumbre acknowledged that the bill has been a point of contention for years. “There is clearly a division in the Senate on this issue,” he remarked, stressing that the low attendance and significant disagreements on the matter led to the decision to delay the vote. With only 56 senators present during the session, Alcolumbre noted the importance of having all members involved in the discussion.

Looking Forward

Although the vote has been postponed, the debate over gambling legalization is far from over. Brazil’s Finance Minister has urged for stricter national taxation on betting activities, which could further complicate the issue. While the bill has strong backing from some senators, it faces significant hurdles, especially given the divided opinion in the Senate and the objections raised by religious groups and other conservative factions.

The gambling legalization bill remains a contentious issue, and it will likely continue to be discussed in the coming months. For now, the Brazilian Senate must work through its differences before the bill can return for a vote. However, with a divided Senate and no clear path forward, the future of gambling in Brazil remains uncertain.
